HR Operations Specialist Job Description:

Position Overview: The HR Operations Specialist is responsible for managing and optimizing HR processes to ensure compliance with labor compliance contracts, efficient operations, and a positive employee engagement experience. This role collaborates with managers and employees to address concerns and ensure compliance with company policies and relevant employment laws. This role will focus on implementing HR policies, maintaining employee records, supporting onboarding, and handling HR systems and data analytics.

Key Responsibilities:

  • Assist in developing and implementing HR policies, procedures, and best practices to streamline operations.
  • Assist with the development of workflows, process maps, job aides, and training manuals for HR operations, and standard operating procedures.
  • Analyze HR data and generate reports on key metrics such as turnover rates, employee demographics, and headcount trends.
  • Support the coordination of training and development programs and assist with employee engagement initiatives.
  • Serve as a point of contact for employees and managers regarding workplace issues and conflict resolution.
  • Investigate employee complaints, union grievances, and concerns, and work toward resolution while maintaining confidentiality.
  • Assist with tracking compliance with union agreements (CBAs), HR policies, labor laws, and employment practices to ensure compliance and minimize risk.
  • Partner with managers to provide coaching on performance management, disciplinary actions, and employee development.
  • Conduct exit interviews and analyze trends to make recommendations for improving employee satisfaction and retention.
  • Support diversity, equity, and inclusion initiatives within the organization.
  • Partner with HR management team and shared services to develop and deliver training sessions on employee relations, conflict resolution, and communication skills.
  • Prepare reports on employee relations metrics, including turnover rates, employee feedback, and case resolutions.
  • Other special project duties as assigned by the Vice President of Human Resources.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field is preferred.
  • 7-10 years of experience in HR operations, manager or a similar role.
  • Proficiency with HRIS systems and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Strong analytical and organizational skills with attention to detail.
  • Experience with labor and union agreements.
  • Experience with the Civil Engineering and Rail Industry.
  • Excellent communication and customer service skills.
  • Knowledge of payroll processes, workflow processes, job aids, leave administration, and benefits administration are a plus.
