Pay Schedule I, Grade 27, Regular Schedule: 40 hours per week

A vacancy exists in the Department of Public Works, Bureau of Solid Waste Management.

Under general supervision, coordinates equipment training for Bureau staff, including equipment operators, landfill equipment operators, laborers, solid waste truck drivers, and other related positions. Plans, coordinates, supervises, and participates in trash and recycling collection, disposal, and hauling activities.

  • Oversees and supervises equipment training for Bureau staff.
  • Responsible for the training and approval of Bureau of Solid Waste staff assigned to operate equipment. This may include, but is not limited to, Equipment Operators, Landfill Equipment Operators, Laborers, Production Supervisors and Production Operators.
  • Plans and develops training materials and protocols.
  • Assist in the operation of Bureau of Solid Waste facilities, including landfills, transfer stations, and recycling centers.
  • Assures that appropriate materials are accepted at facilities.
  • Supervises and participates in the operation of roll-off trucks and equipment used to haul and load recyclable and solid waste materials.
  • Perform estimates of time and materials required for jobs.
  • Prepares routine reports.
  • Participates in various training programs to enhance job performance.

Three years' experience in solid waste management, roll-off operations, and refuse collection.

Knowledge, Skills, and Abilities (Entry Level):
  • Knowledge of the operation of refuse packers, roll-off trucks, and other related equipment.
  • Knowledge of recycling collection.
  • Skill in the operation of refuse packers and roll-off trucks.
  • Ability to supervise crews.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships.
  • Ability to maintain computer records and payroll.
  • Ability to prepare routine reports.
  • Ability to evaluate employee performance.
Knowledge, Skills, and Abilities (Full Performance):
  • Knowledge of County, departmental, and bureau rules, regulations, policies, and procedures.
  • Knowledge of County recycling operations.
  • Skill in supervising crews.
  • Skill in maintaining computer records and payroll.
  • Skill in preparing routine reports.
Age Requirements:
Non-Maryland residents must be at least 21 years of age at the time of appointment.

Licenses and Certificates
Possession of a valid driver's license equivalent to a commercial, class B Maryland driver's license is required at the time of application. (License may require endorsements and/or the absence of certain restrictions.)

Possession of a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations is required at the time of application.

All licenses and certificates must be maintained throughout employment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Physical and Environmental Conditions
The work of this classification entails the performance of heavy physical labor including bending, stooping, lifting, and carrying heavy objects, and the operation of vehicles, tools, and equipment. Some work may require exposure to adverse weather conditions.
