Bechtel is seeking to expand its decades-long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade/expansion of existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

Job Summary:

Responsible for the organization and activities relating to construction engineering, subcontracts, and engineering liaison to the design functional group. Interprets design drawings and specifications. Supervises field verification of materials. Provides technical direction to contractors in construction engineering and design functions relating to welding field engineering in an area of the project.

Major Responsibilities:

  • Support the development of the construction engineering organization for approval by the Site Manager (or appropriate level of Project Management) and preparation of employee requisitions.
  • Coordinates with engineering on constructability and design issues and monitors the interfacing between the construction automation plan and the project controls program at the jobsite.
  • Establishes a Design/Field Engineering working relationship and lines of communication with the Project Field Engineer/Area Field Engineer including agreement on engineering deliverables.
  • Responsible for quantity take-off, control, reporting and forecasting, and ensures the implementation of project environmental control plan(s) as required.
  • Support as required the design of temporary construction facilities, preparation of cost estimates for construction activities and coordinates the preparation of cost reports, forecast and progress reports.
  • Reviews and provides input to project controls documents on progress relating to cost and schedule, and material receiving reports and warehousing to assure delivery of correct materials.
  • Develops project construction procedures.
  • Plans and recommends procedures to be implemented by construction contractors to ensure construction operations are within requirements of engineering design and specifications.
  • Maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.
  • Works with customer's resident engineering and operating personnel to coordinate construction activities.
  • Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and to ensure that other corporate programs are fully utilized.
  • Coordinates with the Area Field Engineer/Project Field Engineer for any work related to contract administration and activities affecting the contract administration operation.
  • Performs employee reviews for subordinate personnel, assists in their development and ensures that subordinate personnel receive progressive training.
  • Provides input to the project staffing plan for construction engineers and associated personnel.

Education and Experience Requirements:

A recognized degree in engineering or scientific discipline. Actual work experience leading to a thorough understanding of the technical knowledge described above.

Required Knowledge and Skills:

  • Technical knowledge of all phases of welding technology relating to a single or multiple area.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Experience in inspection and certifying welding installation by contractors.
  • Knowledge of different types of welding and Non-destructive testing.
  • Experience in Brown Field works & pre-assemblies.
  • Knowledge of Indian standards and specification and codes as applicable, including various safety procedures and practices associated with the construction activities.
  • Knowledge of approving welders’ test for craft professionals.
  • Familiar with Bechtel's Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel's 'Zero Accidents' safety program.
  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
  • Prior experience supervising and administering subcontractors.
