Willdan currently has a full-time opening for a Deputy Director Fire Services in Riverside, CA.

The Deputy Director will manage a dynamic third-party muti-state fire services program. Working directly with city fire departments, county fire departments, and fire districts, they will maintain existing contracts and services that includes fire plans examination, fire inspections, and Fire Marshal duties. In addition, they will seek out new business opportunities to expand our client base, which includes participation in fire service associations, conferences and trade shows.

Essential Duties and Responsibilities
  • Receives general direction from the Director of Building & Safety.
  • Exercises direct supervision over supervisory, professional, technical and clerical staff.
  • Assist in the negotiation, development, and administration of contracts.
  • Ability to design workflows and procedures.
  • Develop project plans, coordinates projects, communicates changes and progress, completes projects on time and budget, manages project team activities.
  • Works within approved budget, develops and implements cost saving measures.
  • Assume management responsibility for assigned fire prevention administration.
  • Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate and review the work plan for assigned Fire Services staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Prepare all forms, reports, schedules, recommendations, and perform other administrative duties; maintain records and develop programs related to local mandates.
  • Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; prepare performance evaluations; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the assigned annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fire prevention, training, and management.
  • Provide technical support to the client agencies.
  • Direct reporting staff of 18 team members; may expand to meet needs of future business growth.

Job Requirements / Qualifications
  • 10 years of fire prevention experience working directly for a fire department or fire district; 10 years of related work requiring the application and/or enforcement of fire, building or construction codes.
  • 8 years of experience examining fire plans.
  • 5 years of experience conducting fire inspections.
  • The above experience should include 5 years of progressively responsible experience in the areas of fire and life safety supervision and management, i.e. Fire Marshal or Assistant/Deputy Fire Marshal at a large department.
  • BA/BS degree from a college, or equivalent, in fire science, fire engineering, or related field, including course work in supervision and/or management.
  • Fire Inspector 1A, 1B, 1C and 1D, OR Certification of Fire Prevention 1A, 1B & 1C.
  • Additional college level coursework related to the Fire Prevention operation is desirable.
  • Possession of ICC Fire Plans Examiner or California State Fire Marshal Fire Plans Examiner highly desirable. ICC Fire Marshal Certificate or California Fire Marshal Certificate, Fire Professional Engineer License Possession of or ability to obtain.
  • Knowledge of International Fire & Building Code, and California Fire & Building Code.
  • Knowledge of NFPA Standards, primarily NFPA 13, 13R, 13D, 14, 17A, 20, 22, 24, 72.
  • Knowledge of modern fire suppression, prevention, and administration principles, methods, practices, and techniques.
  • Principles of supervision, training and performance evaluation.
  • Tri-annual Fire Code adoption process and requirements.
  • Knowledge of Municipal government financial practices and procedures.
  • Theories, principles, and practices of fire administration and related areas.
