Probation Counselor II

In the Probation Division of the Juvenile and Domestic Relations District Court (JDRDC), under the general supervision of the Unit Director and/or the Assistant Director, provides case management services and supervision of incarcerated youth committed to the Department of Juvenile Justice (DJJ) and in the community under conditions of parole or probation.
Monitors compliance with court-ordered conditions and requirements, and rules of parole or probation. Completes court-ordered investigations and writes reports, including serious offender reports for judicial review. Attends court hearings and makes recommendations. Administers validated assessment tools, such as the Youth Assessment Screening Instrument (YASI), the Child and Adolescent Needs and Strengths (CANS), Structured Trauma-Related Experiences and Symptoms Screener (STRESS) and uses information to develop case service plans with the participation of the youth and family to address areas of risk and needs and identify appropriate services.
Employs a variety of counseling techniques and evidenced-based interventions during parole and/or probation contacts, including, but not limited to, Motivational Interviewing (MI), Brief Intervention Tools (BITS), Carey Guides, and Cognitive Behavioral Therapy (CBT) interventions to facilitate behavior change. Makes referrals for appropriate treatment or services when necessary, utilizing least restrictive interventions while building upon the youth and family's natural supports.
Works collaboratively with other agencies and service providers. Utilizes Children's Services Act (CSA) when necessary to obtain funding for services for clients and their families. Maintains required certifications, such as The Child and Adolescent Needs and Strengths (CANS) and mandatory training appropriate for the position and required by the State and County. Uses Case Management System (CMS) and Juvenile Secure Viewing System (JSVS) to track docketing of caseload.
Uses graduated responses when appropriate to address non-compliant behavior in lieu of formal court action, and incentives when desired behavior is demonstrated. Files parole, probation, and/or court order violations and returns cases to court for non-compliance when appropriate. Supervises and visits youth placed in juvenile correctional centers, Community Placement Programs (CPP), detention centers, treatment programs, and residential facilities. Participates in initial staffing of cases with DJJ staff assigned to the Central Processing and Admissions (CAP) unit and provides input regarding placement and services for youth committed by the court to the custody of the DJJ.
Prepares family progress reports and participates in mental health transition planning. Participates, in person or by telephone, in monthly treatment team meetings for clients in placements. Works collaboratively with other agencies, service providers, and DJJ staff to develop comprehensive discharge plans, and educational re-entry plans for youth transitioning from correctional centers back to their communities.
Before and after discharge, makes referrals for services to address areas of continuing need. Position requires knowledge of available community-based services and how to access them using various funding sources, including, but not limited to, the Child Services Act (CSA) and the DJJ's regional service coordinators. Follows policies and procedural guidelines set by the agency and the state through Department of Juvenile Justice (DJJ).
May require frequent travel to various locations throughout Fairfax County, the Commonwealth of Virginia, and occasionally out of state. May be required to provide short-term case management and supervision of cases diverted from Juvenile Intake, and other duties as assigned by the unit director.
MINIMUM QUALIFICATIONS: Graduation from an accredited four-year college or university with a bachelor's degree in social/behavioral sciences, criminal justice, or education plus two years of professional experience in probation work, social work, criminal justice, juvenile justice, education, or counseling. A master's degree in the disciplines above may be substituted for one year of the required experience.
CERTIFICATES AND LICENSES REQUIRED: Valid driver's license (required at the time of application)

PREFERRED QUALIFICATIONS: Experience in the use of evidence-based tools to assess needs and implement intervention for clients and their families. Experience in interviewing families and collecting collateral information in order to write pre-dispositional reports and to make recommendations to a Judge in a courtroom setting, also post disposition reports. Excellent interpersonal communication skills, and the ability to work with a diverse clientele of different ethnicities and socio-economic statuses. Ability to work and make decisions independently with minimal supervision. Experience with cross-agency collaboration and working with other service providers. Knowledge of local community-based resources for youth and families, and experience accessing services through the Comprehensive Services Act (CSA). Knowledge of the Code of Virginia, Department of Juvenile Justice (DJJ) standards, and local court service unit policies and procedures. Fully proficient in the use of assessments tools such as YASI (Youth Assessment Screening Instrument) and Structured Trauma-Related Experiences and Symptom Screener (STRESS), DJJ's Balance Approach Data Gathering Environment (BADGE), and Juvenile Secure Viewing System (JSVS). Working knowledge of Court system software including BADGE and JSVS. Intermediate ability to work in Microsoft programs including Word, Outlook, and Excel.
PHYSICAL REQUIREMENTS: Ability to operate a motor vehicle. Duties may require the ability to transport youth/adults for placement interviews and occasional medical appointments. Duties require the ability to access clients’ homes and other locations (i.e. work sites) as necessary to conduct background interviews and supervision meetings. Visual and auditory acuity is required to read computer monitor, incumbent must be able to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
SELECTION PROCEDURE: Panel interview and may include a practical exercise.
