Benefits: 401(k) 401(k) matching Dental insurance Employee discounts Health insurance Paid time off Training & development Vision insurance Position Overview: This position is fully responsible for payroll processes including but not limited to preparing, reconciling, and processing bi-weekly payrolls. This role will involve working with a large multi-state organization seeking a Payroll leader to direct all aspects of payroll, manage staff, and administer benefits while supporting other HR functions. Essential Functions: Fully responsible for all aspects of the payroll process and act as a liaison with payroll providers. Process all time cards, verifying information and calculations related to holiday, overtime, off-shift, and meal penalties. Inform HR and Business Office staff of potential compliance issues and recommend solutions. Identify and recommend updates to payroll processing software, systems, and procedures. Conduct and analyze audit reports related to time entry and validate internal payroll controls. Summarize deductions and withholdings for journal entries. Communicate with employees regarding corrections or actions needed and answer payroll-related questions, keeping the Director of HR informed as appropriate. Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices. Implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Understand and apply payroll-related local and state ordinances, interpreting complex guidelines, rules, and policies accurately. Facilitate audits by providing records and documentation to auditors. Commit to professional development, keeping up to date with changes in payroll and HRIS processes. Identify potential and actual problems, develop solutions, and resolve them positively in a fast-paced, deadline-driven environment. Communicate effectively with all personnel while maintaining confidentiality. Review weekly action required reports issued by the plans' record-keeper and take appropriate actions. Manage and train payroll and benefits clerks and assistants. Benefits Administration: Participate in the maintenance, internal and external communication, and day-to-day operations of the 401(k) and Health Benefits. Monitor leave, compensatory time totals, leave balances, and changes in payroll-related data. Demonstrate understanding of California and Federal laws regarding leave of absence and ADA compliance. Coordinate with the Director of HR and benefits broker to update Employee Benefits Guide and the payroll system. Work with HR and accounting teams to coordinate and prepare reconciliations for annual financial statement audits. Ensure that premium deductions in the payroll system are accurate. Address plan participants' questions regarding plan provisions. Update census data for annual valuation/discrimination testing purposes. Distribute 401(k) plan enrollment packets to eligible employees. Administer benefit programs and advise employees on eligibility for all insurance and 401(k). Commit to embracing and adopting new procedures, technology, software, and related systems. Perform additional duties as directed. Preferred Skills and Certifications: Bachelor's degree in Business Administration, Accounting, Human Resources, or related field preferred. Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes. Ability to multi-task and willingness to work extensive hours when necessary. Strong interpersonal skills. Attention to detail and ability to maintain confidentiality. Excellent organizational skills. Full competency with basic word processing, strong to expert Excel skills, and ability to use basic office equipment. Strong supervisory and leadership skills. Proficient with payroll software (ADP preferred). 4 - 6 years of Payroll/Benefit experience. Minimum of 2 years’ management experience. Recent experience as the day-to-day system administrator for an electronic time/attendance and benefits software system. Demonstrated competency working both independently and as a team member.
