Position Objective:

Provide services as a Computer System Analyst in support of the overall functions of the National Heart Lung and Blood Institute within the National Institutes of Health (NIH). The purpose of this position is to support NHLBI's Technology and Applications Center (ITAC) Business Solutions Delivery Branch (BSDB). The role involves ensuring compliance with Section 508 of the Rehabilitation Act, which mandates accessibility for individuals with disabilities. The analyst will work collaboratively with contract teams, CORs, and other stakeholders to review and remediate 508 compliance issues across NHLBI's digital assets, including websites, applications, and document files. The position requires a deep understanding of accessibility principles, government regulations, and experience with enterprise computer applications and various accessibility tools. Duties and Responsibilities: Interface with staff as needed to gather project requirements, develop project plan with web team, and help execute plan. Serve as an expert resource by recommending, implementing, and maintaining best practices for programming online data collection and data review. Work with Contracting Officer Representatives (CORs) to ensure that 508 requirements are being met and develop plans for closing any identified gaps. Collaborate with staff to increase the productivity/efficiency of data analysis using high-performance computing. Compile and manage data and assist with quality control. Work with contract teams to review and provide remediation guidance on 508 testing outcomes and assist with the use of 508 tools. Provide 508 Compliance support services to the NHLBI. Prepare data and analysis for presentations and publication. Prepare reports and offer solutions supporting ongoing needs assessment and strategic planning related to computer systems management and engineering. Educate users in the use of the tools and reports. Provide computing support including troubleshooting, answering technical inquiries from users, and procuring new systems. Assess Adobe PDF and MS Office files (e.g., Word, Excel, and PowerPoint) for 508 conformance and remediation. Perform routine audits of tracking database and packages. Prepare lesson outlines on how to create 508-conformant Word, Email, PDF, and PowerPoint files. Respond to 508 compliance related data calls. Assess public and internal NHLBI websites and customer-facing applications for 508 compliance. Create system documentation, electronic templates and examples, training materials, and presentations. Provide training on 508 compliance requirements and approaches (individual and small groups). Maintain 508 Compliance content on the NHLBI Intranet. Expand and develop a resource library of information materials, including tools like WAVE for web pages, and various code checkers (e.g., W3C code checkers – used by the Web Team). Maintain assessment status lists across identified websites and applications. Review acquisition requirements to identify which 508 clauses apply to the work being requested. Work on products and documents related to tracking and remediating found issues during the development and deployment of NHLBI applications. Prepare reports documenting testing for 508 issues and recommended solutions. Prepare remediated documents of various file types (e.g., Office and PDF files); monitor 508 tasks; expand and develop resource library of information materials. Basic Qualifications: Bachelor’s Degree in Information Sciences, Computer Science, Computer Programming, Data Processing, or a related field of study. Minimum of five (5) years of experience in a computer-related field. Skilled in Section 508 of the Rehabilitation Act of 1973, with excellent analytical, critical thinking, decision-making, organizational, and time management skills. Strong communication skills, both oral and written. Experienced with Deque aXe, Sortsite, Compliance Sheriff, Arc Toolkit, Accessibility Insights, and Wave. Minimum Qualifications: Ability to multi-task and pay close attention to detail. Excellent analytical, organizational, and time management skills.
