SCOPE:
The
Director of Utilities & Infrastructure
is responsible for the many phases of the utility operation in a portfolio of communities, including, but not limited to analyzing data trends, weekly property visits as needed, negotiating annual utility contracts, preparing business plans to meet financial goals, liaising between Corp, field and utility providers/vendors and Lakeshore customers, interacting and training field personnel to ensure the utilities infrastructure is maintained in good physical condition. This role adheres to all applicable fair housing laws governing real estate sales, leasing, and management services. RESPONSIBILITIES: Responsible for the operation, maintenance, regulatory compliance, and development of multiple Community utility systems; plans for and facilitates the delivery of reliable and high-quality water, wastewater, and electric service to the community. Formulates, communicates, and implements the Department's business plan and regulatory compliance strategy. Develops and administers departmental plans, policies, budgets, and programs. Analyzes and tracks utility trends and performances on a weekly, monthly, and quarterly basis. Travels to the field to inspect and resolve utility issues. Communicates the company's strategic directions as they pertain to utility performance and structure. Reviews, updates, and maintains legal documents; Rental Agreements; Prospectus; Rules and Regulations as they pertain to Utilities. Negotiates utility contracts including trash, plant operators, cable, and other related vendors. Manages feasibility studies and makes recommendations for utility changes, sub-metering, etc. Works with appropriate counterparties to ensure the company's financial budgets for utilities are met. Assists and participates in the company's annual budgeting process. Updates the recapture bill out rates for all utility companies (water/sewer, trash, cable). Communicates rate changes by means of annual notices to customers. Works with the Corporate office to establish annual utility Pass-On charges as determined applicable and represents Lakeshore as needed at monthly Town Hall/HOA meetings. Ensures compliance at the state and local level for liabilities including but not limited to boil water notices and has knowledge of PSC (Public Service Commission). Completes special projects as assigned. QUALIFICATIONS: Minimum of 10 years experience in the utility environment. Bachelor's degree or experience equivalent to a four-year degree. Able to plan and execute effective strategies that have led to measurable business growth. Strong financial, analytical, and problem-solving skills. Must have an in-depth knowledge of water/sewer distribution systems, maintenance programs, and construction operations. COMPETENCIES: Treats everyone with respect, compassion, and kindness:

Frequently required to sit; Occasionally required to talk or hear; The noise level in the work environment is usually moderate; Occasionally required to lift up to 10 pounds. This role requires airline travel. COMPENSATION:
$80,000 - $110,000/Yr. (Based upon certifications and knowledge of Infrastructure and utilities). Must have a minimum of 1 year experience working with Wastewater Treatment Plants/Water Treatment Plants/Lift Stations as well as other water and sewer treatment systems. LOCATION:
