Date: 11/22/2024 POSITION SUMMARY

This role provides leadership, management, supervision, evaluation, coordination, and direction of all special education programs and services for all Lynchburg City School students with disabilities. Responsibilities include strategic professional development, creating and managing budgets, monitoring compliance to meet state and federal mandates, and supporting equitable, evidence-based practices and programming for academic growth and achievement, social-emotional learning, and behavior management within a multi-tiered system of support framework. ESSENTIAL FUNCTIONS Plans, administers, and directs the division’s special education programs. Develops and administers the division’s special education Annual Plan and Report to secure funding for special education programs. Directs the preparation, completion, and accuracy of reports as required by federal, state, and local regulatory agencies. Reviews and monitors procedures for the screening, placement, evaluation, assignment, and reappraisal of students with regard to the special education program. Coordinates the development, implementation, and revision of the curriculum for special needs students in collaboration with the curriculum and instruction department. Prepares and administers the special education budget, prepares grant applications, and solicits funds to provide financial support for programs. Provides expenditure control for requisitioning and ordering equipment and materials for the special education program. Evaluates special education programs to ensure that objectives for student education are met. Assesses and identifies special education program needs and provides recommendations regarding future special education equipment, program, and personnel requirements. Ensures compliance with state and federal regulations governing special education programs and services. Interprets special education programs to the School Board, staff, and the public, including summarizing and reporting student performance data. Assists school principals with planning and implementing effective school-based special education programs. Works with principals, teachers, and members of other LCS departments to ensure horizontal and vertical continuity and articulation of instructional programs throughout the school division. Supervises, evaluates, and directs the work of special education departmental personnel, including office personnel, supervisors of special education, BCBAs, and School psychologists. Facilitates interagency planning between the school division and external service providers such as residential care facilities and day treatment facilities. Ensures accurate record keeping of students receiving special services. Facilitates a collaborative approach to support student success through programs and services involving family and community engagement. Summarizes and reports student performance data to the Superintendent. Informs the Director of Transportation of the transportation needs for students with disabilities. Serves as a facilitator for the Special Education Advisory Committee. Serves as the school division’s representative on the Community Policy and Management Team - CPMT. EDUCATION AND EXPERIENCE Master’s degree (required), Doctorate (preferred) Virginia Professional certificate with endorsement in special education A minimum of five years of experience, including special education teaching experience and supervisory experience

KNOWLEDGE, SKILLS AND ABILITIES

Holds a valid certification to meet state requirements. Decision-making skills are significant to the job, affecting a large segment of the organization, students, and teachers. Effective leadership qualities and personal characteristics necessary for interacting with students, teachers, and parents are a paramount component of this position. Candidate must be knowledgeable of best practices in special education instruction, teaching methodology, behavior management of students with disabilities, and the general education curriculum for students ages 2-21. Knowledge of school law, legal provisions related to child care, special education laws, and regulations are required. Candidate must be able to demonstrate the ability to function effectively as a team member in determining appropriate services for the children through such meetings as eligibility proceedings, IEP team meetings, discipline reviews, mediation, and/or due process proceedings. SUPERVISORY RESPONSIBILITY The Director of Special Education reports to the deputy superintendent. The Director will be required to follow any other instructions and to perform any other related duties as assigned by the Lynchburg City Schools reserves the right to update, revise, or change this job description and related duties at any time.
