The successful candidate will join a collaborative, creative team to support the implementation of the Recycling Modernization Act (RMA) and help advance Eugene’s waste prevention initiatives, leading meaningful positive change. The RMA Waste Prevention Management Analyst manages and evaluates RMA-related programs, focusing on policy research, project implementation, and public engagement within Oregon’s recycling system.

About Limited Duration Position

This Limited Duration position could last up to nine (9) months per business need.

Examples of Duties Performed - Duties may include but are not limited to the following
-
Program Development and Implementation: Plan, develop, and oversee programs in line with RMA, including producer responsibility organizations (PROs), local government partnerships, and recycling system improvements.

Coalition Engagement: Act as a liaison with local governments, recycling industry representatives, and community organizations. Support public outreach and education initiatives to promote RMA goals.

Data Analysis and Reporting: Collect and analyze data on recycling rates fees and waste streams, program effectiveness, and system performance. Prepare reports for City leadership and collateral for public outreach.

Financial Oversight: Assist in developing project budgets related to RMA programs for the City of Eugene. Monitor expenditures and funding allocations, including grants and fee-based revenues.

Contract and Grant Management: Prepare bid specifications, manage contracts with service providers, and ensure compliance with grant reporting requirements under RMA.

Compliance Monitoring: Ensure City and licensed hauler compliance with RMA requirements. Develop and update policies, procedures, and training to align with state regulations.

Project Leadership: Manage special projects related to recycling infrastructure, circular economy initiatives, and system innovation under the RMA framework.

Technical writing support for the Curbside Services Division

Minimum Qualifications:
Education
Bachelor’s degree in Environmental Science, Sustainability, Public Administration, or a related field.
Experience
One (1) year of paid work experience in technical research, preferably in recycling or sustainability. Experience with Extended Producer Responsibility (EPR) laws and policy approach is highly desirable.
Background
Must pass a criminal background check.
The ideal candidate will have the following knowledge, skills, and abilities
Knowledge
- Principles and Practices of RMA Program Development: Ability to learn RMA program development framework and regularly assess risks and develop solutions within the evolving RMA regulatory framework
Skills and Abilities in:

Collaborative Relationship Building: Plan for coordinated RMA program activities with a six to twelve-month horizon, identifying potential obstacles and solutions.

Analyze significant impacts on recycling system operations, program outcomes, and regulatory compliance.

Ability to use a variety of business software such as GIS, MS Word, Excel, PowerPoint, Adobe Creative Suite

Use business software to craft presentations that clearly communicates technical information to diverse audiences including but not limited to elected officials, local businesses, and community members of all ages and lived experiences across cultures, economic levels, and heritages

Perform a variety of administrative duties with little or minimal supervision.
Supplemental Information
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
