The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities. The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll. The mission of The Resource Center is to support individuals with disabilities and other challenges in achieving maximum independence, contributing to their community, experiencing lifelong growth, and enjoying quality of life. STAFF ACCOUNTANT FUNCTION: In collaboration with assigned Assistant Director or Director of Finance, provides leadership and support to ensure assigned areas of responsibility are Mission Focused, maximize operating performance, and adhere to sound business and quality practices. Ensures a healthy work culture and positively represents the organization at all times. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Must possess a firm understanding of Generally Accepted Accounting Principles (GAAP),knowledge of or ability to learn and utilize accounting system and its associated modules. Excellent Excel skills. Ability to work under general direction in accordance with agency policies and procedures. General knowledge of internal controls. Ability to maintain confidentiality is essential. Ability to communicate effectively, both verbally and in writing, with a variety of individuals at all levels throughout the organization. Reliability, flexibility and willingness and ability to work non-traditional hours as needed or assigned. Must be detail-oriented, well-organized and demonstrate ability to complete assigned duties within specified time frames. MINIMUM QUALIFICATIONS: STAFF ACCOUNTANT I: Bachelors degree in Accounting, Business or related field and two (2) years accounting/bookkeeping experience; OR Associates degree in Accounting, Business or related field and four (4) years of accounting/bookkeeping experience, which may include a minimum of two (2) years experience in The Resource Center Finance Department. STAFF ACCOUNTANT II: Bachelors degree in Accounting, Business or related field and three (3) years accounting/bookkeeping experience. OR Associates degree in Accounting, Business or related field and five (5) years of accounting/bookkeeping experience, including a minimum of three (3) years experience in The Resource Center Finance Department, one (1) year of which may include successful performance as a Staff Accountant I and demonstrated attainment of required competencies as evidenced by an annual evaluation score of meeting expectations or better. Revision Date: 11/25/2024 Finance THE RESOURCE CENTER FLSA Status: Non-Exempt Staff Accountant I - Grade 14 Staff Accountant II - Grade 16 PTO/CAT: Schedule 3 STAFF ACCOUNTANT RESPONSIBLE TO: Assigned Assistant Director of Finance or Director of Finance. FUNCTION: To support the management of The Resource Center through financial reporting, posting of general ledger entries, processing of allocation entries and timely reconciliation of assigned general ledger accounts and other administrative and accounting functions; including organizing, implementing and coordinating a wide range of accounting processes. This position may include the tracking and organizing of data required for grant reporting and budgeting. Complete required financial reports for regulatory and internal reporting on a timely basis and in accordance with GAAP and regulatory requirements. SPECIFIC DUTIES: Assists with month end and year-end financial close activities. Complete monthly grant reporting and tracking, submitting reports as required. Reconcile assigned balance sheet accounts on a periodic basis within applicable deadlines as directed. Review and post financial activity for the Agency. Review general ledger activity by program to ensure expenditures are recorded to the correct general ledger account. Analyze general ledger activities and provide regular reports for variances with budget. Responsible for working with managers of The Resource Center in determining the marginal costs associated with their budgets. Assist in the development of policies and procedures associated with Financial Reporting. Collaborate with program leadership and analyze business initiatives for cost savings or revenue enhancements. Perform acceptable time studies as regulated by OPWDD to determine accurate allocations of shared staff within various The Resource Center programs. Periodically review reimbursement rates for various programs funded by State and County Medicaid, for internal departmental fees, and for rental properties, and the costs that are associated with each of them. Assist in the performance of internal audits of the operations and financial procedures of The Resource Center. Complete Department of Housing and Urban Development financial statements, annual audited statements, annual filing and other financial requests as needed. Construct demonstration models for evaluating various cost based reimbursements. As directed, assist in the design, maintenance and issuance of regular reports outlining the costs associated with the production of products and services by Allied Industries. Assist with compilation of data and with input of data during annual budget process. Prepare bank reconciliations on a timely basis.
