Overview

The Senior Compliance Inspector will provide highly responsible supervisory, compliance, and enforcement work ensuring and maintaining compliance with laws and regulations relative to construction, alteration, and repair. The work involves the responsibility of supervising the Compliance Inspection program assuring that the minimum standards of the City's Adopted Codes and Ordinances are met. They are primarily responsible for ensuring that contractors and property owners are in compliance with existing zoning and building codes and ordinances serving as expert resources to contractors, citizens, and City Compliance Inspectors by explaining, clarifying, and making final interpretations of codes, regulations, and guidelines when violations occur.

Responsibilities • Plans, organizes, and supervises the work of a group of Compliance Inspectors • Supervises and occasionally participates in the inspection of building construction projects and in the examination of completed projects for workmanship, the use of proper materials, and adherence to safety standards • Makes decisions on questions affecting policy and enforcement of codes • Recommends changes in codes to resolve design and interpretation problems and to accommodate and control use of new materials and new design concepts • Receives complaints in regard to defective building construction work • Investigates or assigns complaints to subordinate inspectors for investigation • Consults with and advises subordinates concerning changes in the law governing the operations of the section, new developments in the field, and proper methods of inspection • Responds to inquiries from reviewers, inspectors architects, engineers, and other customers regarding the building codes, • Holds conferences with developers owners, and contractors regarding code interpretations and resolution of design problems affecting life safety • Visits construction sites of projects at the request of customers or management in order to assist in interpreting applicable city codes relating to a field condition • Studies building code ordinances of other cities and new developments and installations with view to determine the adequacy of local ordinances • Prepares drafts to ordinance revisions, writes letters, memos, and correspondence reports • Assists with serving on the damage assessment team during a natural disaster • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity • Enters technical data as required for permits into the computer system • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service • Receives complaints in regard to defective building work • Investigates or assigns complaints to subordinate inspectors for investigation • Gives final review to and approval of inspections • Reviews alternate methods of materials for compliance while conducting inspections within the scope of authority delegated by the Assistant Director, Deputy Building Official, of the Building Official/Director • Performs other related duties and fulfills responsibilities as required.

Position Type and Typical Hours of Work • Exempt - Full-Time • Flexibility to work evenings, weekends, and holidays is a schedule requirement • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Minimum Qualifications • Bachelor's degree • Five (5) years of experience

Licenses and Certifications

Required • Texas Department of Licensing and Regulations Code Enforcement required at time of hire • ICC Zoning Inspector required within twelve (12) months of hire • ICC Property Maintenance/Housing Inspector required within twelve (12) months of hire • ICC Residential or Commercial Building Inspector required within twelve (12) months of hire • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
