Duties Description Under the supervision of the Investment Officer, the Associate Investment Officer performs the vital role of oversight and protection of the Authority's cash and investments, calculation and payment of debt service, and ensuring Authority compliance requirements and covenants are met to avoid regulatory penalty, bondholder or Trustee actions, and other consequences. The Associate Investment Officer also acts as the Authority's Tax Compliance Officer. The Associate Investment Officer position requires an individual with a particular skill set and a fundamental understanding of financial markets on both the buy and sell-side of securities.

Duties will include but are not limited to the following:

• Daily cash management of Authority's cash and investment positions to ensure liquidity and funding of daily operational needs including payroll, E-Z Pass, vendor payments and debt service. • Calculate and wire debt service payments for two separate portfolios with multiple debt service, debt service reserve, proceeds and administrative cost accounts. • Daily purchasing of short and long-term investment securities in conformity with related Authority policies and bond resolutions. • Solicitation of investment security quotes from approximately twenty Authority broker-dealers. • Monthly, semi-annual, and annual calculations of debt service requirements as required by Authority Bond Resolutions and State Bond Program Bond Resolutions. • Fund the monthly drawdown provisions for funding of Capital and Maintenance programs, Legal liability, Retirement Pension Accrual Fund and other Reserves. • Completes or reviews drafts of reports required for regulatory, state, tax, and disclosure requirements on monthly, quarterly, semi-annual, annual, and ad-hoc basis as requirements determine. • Prepare or review quarterly and annual investment reports to be submitted to the Authority's Board. • Maintain the Authority's Investment portfolios, including the investment of debt proceeds, debt service, administrative and tax rebate funds, and ensure it remains in compliance with the Authority's Investment Policy.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service as an Associate Accountant allocated to a Grade 23 and eligible for transfer under Section 70.1 of NYS Civil Service Law.

Or Provisional Appointment Pending Examination: Current New York State employee with one year or more of qualifying permanent service as an Assistant Investment Officer.

OR

Either 1. A bachelor's degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance AND two years of professional experience in investments* or cash management**.

OR 2. A master's or higher degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance AND one year of professional experience in investments* or cash management**.

OR 3. A Chartered Financial Analyst (CFA) AND one year of professional experience in investments or cash management.

Investment experience* involves the purchase and sale of securities, controlling and recording investment transactions with brokers, and reconciling monies and securities in a portfolio of at least $1 billion with a large public or private sector institution.

Cash management** refers to the collection, disbursement, and investment of cash in an organization while maintaining the company's liquidity. Examples include assessing market liquidity, cash flow, investments, and overseeing money market funds and treasury bills in a portfolio of at least $500 million with a large public or private sector institution.

Or Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotional field for this position, the appointing authority will request approval from the NYS Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must meet the following qualifications:

Current New York State Thruway Authority employee with one year or more of qualifying permanent service as an Assistant Investment Officer.

NY HELPS Qualifications: A bachelor's degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance and three years of professional experience in investments or cash management.

Substitution:

A master's or higher degree in business administration, economics, finance, or public administration; including or supplemented by 15 semester credit hours in finance and two years of professional experience in investments or cash management or a Chartered Financial Analyst (CFA) and two years of professional experience in investments or cash management. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
