Summary About the Position: The Alaska District is seeking to fill a Program Manager position located in the Missile Defense Section - joining a cohesive team responsible for the design and construction of real property for the Missile Defense Agency in Alaska. Ideal knowledge, skills and abilities include strong experience in project management and stakeholder engagement, excellent written and oral communication skills, and a strong technical background. Responsibilities Administer assigned Program and as such is responsible for the overall management, control, coordination and execution of assigned programs and projects Negotiate and integrate all district functions (i.e. Planning, design, cost engineering, construction, real estate, contracting, etc.), customer requirements, regulatory and environmental requirements, and other agencies commitments Provide leadership to a multi-disciplined Project Delivery Team (PDT) and assures that the project stays focused on Program requirements with the context of the approved Plan and approved business processes. Coordinate the planning, design, cost engineering, construction, and environmental considerations, etc., for a complex highly visible program and specific project deliverables of considerable scope and complexity. Control and manage program and project milestones and budgets from planning through construction and closeout. Review and analyze cost reports to ensure charges are authorized and appropriate Establish the acquisition plan for the assigned program by identifying goals and objectives with the District's in-house technical resources and contractual capabilities. Specialized Experience: One year of specialized experience which includes leading design and/or construction projects to include project scope, budget and scheduling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Leadership Organizational Awareness Organizational Performance Analysis Reading Comprehension Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
