This individual will play a pivotal role in developing innovative and effective solutions for our DoD customers within the IC sector.
Role Overview

The Budget Analyst - Budget Formulation and Execution will play an integral role in the Intelligence Planning, Programming, Budget, and Execution (IPPBE) process, contributing to the success of financial planning and resource allocation. The role involves developing, formulating, and executing budgets, conducting detailed financial analyses, and fostering collaboration among government stakeholders to align financial plans with organizational priorities. This position supports strategic decision-making through comprehensive analysis and reporting on financial data, ensuring the optimal utilization of resources.
Primary Duties
  • Develop, monitor, and execute budgets, spend plans, contracts, and financial commitments.
  • Conduct detailed financial data analyses to identify trends and provide actionable insights.
  • Create and maintain accurate records of financial commitments, obligations, and expenses.
  • Assist in crafting comprehensive spend plans and monitor financial execution activities.
  • Generate detailed budget reports, including funding and activity summaries for stakeholders.
  • Collaborate with stakeholders to execute budgets aligned with programmatic goals and resources.
  • Assist in the development of budget submissions, ensuring alignment with strategic objectives.
  • Support adherence to IPPBE deadlines and milestones, facilitating customer participation in required processes.
  • Contribute to the formulation, support, and execution of the National Intelligence Program (NIP) Budget.
  • Draft narratives and input for the Congressional Budget Justification Book (CBJB) and assist with congressional inquiries.
  • Develop and produce cost-benefit trade-offs and investment strategies for NIP budget activities.
  • Engage with USG and IC partners in interagency forums and working groups to align financial activities with mission objectives.
  • Provide expert guidance on budgetary matters and recommend process enhancements.


Required Qualifications

  • Active TS/SCI clearance with Polygraph
  • Bachelor's degree in Finance, Accounting, Economics, or a related field, and 12-15 years of relevant experience, or a Master's degree with 10-13 years of relevant experience.
  • A minimum of 7-10 years of government budgeting experience, with 3-5 years within the Intelligence Community.
  • Proven expertise in government budget execution and comprehensive knowledge of the IPPBE process.
  • Strong skills in financial analysis, resource allocation, and expenditure forecasting.
  • Exceptional interpersonal and communication skills, with the ability to collaborate effectively across teams and present financial data to stakeholders.


Desired Qualifications

  • Experience drafting and reviewing budget narratives and congressional documentation.
  • Expertise in creating cost-benefit analyses and developing investment strategies for government programs.
  • Familiarity with interagency agreements, Economy Act financial transactions, and IC budget processes.
  • Demonstrated ability to develop and deliver training on budget processes and procedures.
  • Experience producing detailed financial reports and summaries for executive leadership and stakeholders.
Certifications
  • Relevant certifications in financial management, budgeting, or government accounting are highly desirable.
