Job Summary
The Human Resource Manager is responsible for the functional disciplines of human resource management, and under the direction of the County Administrator participates in the development and execution of human resource vision, strategy, and goals with respect to programs, people and resources, to support and accomplish current and long-term County goals. The Manager is accountable for the development and execution of human resource programs as well as compliance with internal and external policies, guidelines, and regulations. The Human Resource Manager provides guidance on structure, staffing, mentoring, and management, assisting Department Heads with the effective utilization of their staff. As the human resource leader, the Manager has accountability for a number of distinct functions encompassing employment, compensation and benefits, payroll, employee and labor relations, legal compliance, training and development, wellness, and safety. The Manager ensures compliance with applicable regulations, programs, and agencies such as OSHA, Minnesota Government Data Practices Act, EEOC, Local Government Pay Equity, ACA, FMLA, ADA, FLSA, and Veterans' Preference.

MINIMUM REQUIREMENTS:
This position requires a Bachelor's Degree in human resources management, business administration or related field, or equivalent knowledge gained through experience. Six or more years of progressively responsible Human Resource experience or equivalent is required. Must pass criminal background check which includes fingerprinting. The Manager must possess a valid Driver's License upon hire.
PREFERRED QUALIFICATIONS:
Experience in labor relations and the public sector is desired. Prior accountability for functioning as a leadership team member is preferred. A professional HR certification (PHR, SPHR, SHRM) or equivalent certification is preferred.

Examples of Duties
- Manages the County's benefit plans including plan design, provider relationships, plan administration, plan communications and financial management.
- Oversees payroll administration ensuring timely processing, reconciliation, auditing, compliance, and report writing for State and Federal agencies, and union negotiations.
- Develops and administers duties related to the County's compensation plan ensuring market competitiveness, and attainment of staffing and financial objectives.
- Assists the County Administrator with oversight of the County's labor relations including negotiating collective bargaining agreements to ensure operational effectiveness and accomplishment of organizational objectives.
- Responsible for employee relations duties that create a favorable environment consistent with the County's values, goals and objective.
- Directs the recruitment and hiring duties to ensure that the County is properly staffed.
- Supports and enforces the County's safety programs, policies, and processes.
- Provides advice and counsel to Department Heads and supervisors on local, State and Federal statutes, personnel management strategy, staffing, labor relations, benefits, and other personnel related matters.
- Ensures that the County is in compliance with all appropriate State and Federal laws governing employment, worker health and safety, through effective processes, postings, education, and audits, to minimize risk and create a favorable working environment.
- Performs other duties as necessary.
