Responsibilities & Qualifications
The TEPMis responsible forall aspects of the design, development,implementation,distribution, andmaintenance ofpackaged exerciseresources on a wide range of threat scenarios. TheTEPM supervises assigned staff andfunctional areasof an exercise project,includingend-user optimization,leveragingtechnology and resources, maximizing accessibility to exercise resources, anddeveloping implementation guidance. The TEPMdefineseachproject’sscope, scenario,objectives,discussion questions,goals, evaluation strategies,nexus tocapability targets, and after-action reporting techniques.The TEPM develops detailed work plans, schedules,cost and timeestimates, resourceallocationplans, status reports, and performance metrics. The TEPM ensures adherence to quality standards,reviewsand approvesdeliverables, andisresponsible forthe integration ofnumerousvendor tasksor requirements. The TEPM provides technical guidanceand cross-functional support to internal and external teams,drives unity of effort, and resolves challenges.
TheTEPMsupports the sustained delivery ofa comprehensivefull-spectrum exercise support servicein compliance withHomeland Security Exercise and Evaluation Program (HSEEP) guidelines. HSEEP defines two types of exercises: discussion-based and operations-based. Discussion-based exercises familiarizeparticipantswith plans, policies, agreements, and procedures. Examples of these exercises are seminars, workshops, tabletop exercises,and games. Operations-based exercisesvalidatethe plans, policies, agreements, and procedures that were reviewed in discussion-based exercises. Examples of operations-based exercises are drills, functional exercises, and full-scale exercises.
TheTEPMwillaugment, sustain, and strengthen the Tabletop Exercise Packages (TEP) program by performing the following:
RESPONSIBILITIES
Optimizethe full suite of existing TEPresources
Guide the development of new TEPresources
Incorporatechallengingscenarios based onsubstantiated threats, hazards, and risk
Collaborate withcross-functional partnerstoenhance exercise components
Take action to promotetheresiliency andpreparedness of end-users
Curateand distributepublished TEPson websites or cloud-based platforms, as directed
Coordinate to develop TEP fact sheets, job aids,training modules or instruments,or informationto promote the TEP program, HSEEP guidelines, and national preparedness goals.
REQUIRED QUALIFICATIONS
Bachelor's degree
Certified Emergency Managercredential
Completion of E/L/K 0146 HSEEP course
Five yearsof experiencein emergency preparedness program management, coordination, and/or analysis
Five yearsof experiencein technical writing andmaintainingemergency management plans
Two yearsof experienceimplementing an HSEEP compliant exercise program
Two yearsof experienceleading executive support and coordination services
