WORK SCHEDULE- FULL-TIME; 40 HOURS PER WEEK; 100% FTE PRIMARY JOB RESPONSIBILITIESUnder the general supervision of the Associate Administrator for Facilities and Campus Development, the Director of Design and Construction Management (DCM) is accountable for providing overall leadership and stewardship for the entire portfolio of projects the Design and Construction Management executes on behalf of UW Medical Center (UWMC) The Director oversees and directs management of projects that range from construction of new healthcare facilities, major renovations of existing healthcare facilities, to smaller aesthetic remodels.  The projects occur at UWMC – Montlake campus, UWMC – Northwest campus, owned outpatient buildings and leased spaces within the community.  Services provided within the spaces include inpatient, outpatient, procedural and essential support services. The Director is responsible for directional oversight, coordination, leadership, and successful execution of all projects managed by the Design and Construction Management Team. Responsible for the successful execution of a a dynamic portfolio of short, mid and long-term construction projects across mulitple sites, ensures projects meet the clinical needs within established projects while adhering to regulatory and facility requirements.  Requires strong partnership and collaboration with stakeholders, University partners, leadership, contractors, architects and regulatory bodies.. The Design and Construction Management team must safely execute projects within an environment that is providing patient care 24/7. Projects are essential for strategic initiatives, revenue growth, patient safety and regulatory compliance. Requires a high degree of judgment in planning, organizing, and guiding major capital projects and initiatives to achieve UWMC project goals. The Director also provides oversight of UWMC’s art program, UWMC building standards, and overall departmental management. Specific responsibilities include: Portfolio Oversight: (25%) Provide strategic leadership by aligning DCM performance and values with the needs of UWMC.  Oversight of DCM projects, ensuring compliance with UW, UWMC and other agencies such as Department of Health.  Provide general oversight of the project teams delivering the design and execution of new building and renovation projects executed by DCM, from feasibility, programming, design, construction through transition to occupancy. Provide strategic leadership by aligning DCM performance and values with the needs of UWMC.  Monitor and communicate the status for the portfolio of DCM projects in alignment with the reporting needs of the organization. Approve amendments and additional services to architectural/engineering agreements, or other contracts; and approve change orders to construction contracts according to delegation of authority levels. Coordinate with Medical Center and University departments and Committees necessary to achieve project objectives and approvals. Participate with other UW Facilities units in formation of given projects, including establishment of goals, programming needs, budget, schedule, and delivery method. Participate in and support the space/asset management effort and functions to manage UWMC physical assets considering the Campus Master Plan, short-term capital plan and long-range capital plan. Responsible for project data and report updates as required. Departmental Management: (25%) Overall responsibility for the DCM annual operational budget. Promote a high-performing and service-oriented culture, within an environment characterized by respect, professionalism, ownership and accountability, diversity, equity and inclusion, pride and recognition, and collaboration with entities across UW Medicine and UW. Responsible for ensuring procedures are in place so that all projects comply with State and University requirements. Select contract project management and construction administration firms; direct the day-to-day activities of the project staff.  Provide administrative control over all consultant contract work including approval or rejection of assigned staff, staffing levels, reports, and other work products. Responsible for the creation and compliance of departmental policies and procedures. Provide oversight of product and design standards. Provide leadership and oversight of the UWMC Art Program Budgeting: (15%) Develop, execute, and monitor the operational budget. Participate in developing high level program plans, square footage needs and preliminary cost estimates as part of initial feasibility and budgeting exercises. Actively monitor and forecast staffing needs to anticipate the ebb and flow of the execution needs for the organization. Direct project management staff in preparation of project programs, budgets, and schedules.  Monitor compliance with established programs, budgets, and schedules; direct action as required to achieve compliance. Escalate issues to senior leadership as needed. Work closely with and leverage the support of the Finance, procurement and accounting staff within the organization. Human Resources: (15%) Supervise and evaluate performance of all staff directly reporting to this position. Ensure a consistent approach and implementation of projects. Assess current and future workload requirements, assign projects, and monitor training and staffing needs.  Relationship Building: (5%) Communicate and coordinate with other UWMC and UW departments necessary to achieve project and stakeholder objectives. Represent UWMC with a variety of agencies, departments, organizations and companies as required to ensure success of assigned projects. REQUIRED POSITION QUALIFICATIONS- Bachelor’s degree in architecture, engineering, or construction management or related field, with a minimum of five years of experience in the management of multiple and concurrent new construction buildings, renovation and remodeling projects from small to large scale projects. - Experience in project engineering, management and construction of building, renovation, and remodeling projects. - Strong working knowledge of project controls, contracting, and project accounting. - Demonstrated success in recruiting and training personnel. - Strong working knowledge of construction management and construction safety. - General knowledge of public works procurement/contracting laws. - Experience directing project personnel. - Excellent interpersonal, communications and client-service orientation skills are requisite along with a strong sense of teamwork are essential. - Must possess exceptional organizational skills, initiative, be dynamic, flexible and have ability to mentor and motivate a team. - The successful candidate will be a strategic thinker with strong relationship-building and communications skills, a creative approach to problem solving, and solid leadership skills that serve to build trust, forge enhanced work processes. - Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements, such as a license/certification/registration. Desired Qualifications: - Master’s degree in architecture, engineering, or construction management - Experience working in a high-volume environment - Experience working with inpatient healthcare. - Experience working with external agencies and constituents - Experience with various forms of public-private partnerships to deliver projects. Conditions of Employment: - Must be able to work in a non-smoking environment. - Possession of a valid Washington State driver’s license. - Regular and predictable attendance is required.
