Deputy Chief Engineer

Leidos is seeking a Deputy Chief Engineer to support the Defense Information Systems Agency (DISA) GSMO-II Program. As a key member of our technical team, you will manage the Special Projects and Innovations capabilities portfolio, providing technical leadership and guidance to a virtual team of Project Managers, Solution Architects and Technical Leads. As a people leader, you will be responsible for managing and developing a matrixed team of technical professionals, providing guidance, mentorship, and support to ensure their success and growth. You will be responsible for the day-to-day management of the capabilities portfolio and the design and execution of current and planned innovations for GSMO-II. You will work closely with the program Chief Engineer to provide thought leadership and technical expertise and will be accountable for the delivery of innovations and their successful transition to operations.This position is primarily remote; however, travel to GSM-O sites is required when necessary and candidates must be within commuting distance to either Scott AFB, IL or Ft. Meade, MD. A DoD Secret clearance is required to start.Primary ResponsibilitiesTechnical LeadershipManage and provide technical guidance to a virtual team of Project Managers, Solution Architects and Technical LeadsAnalyze government customer requirements, concepts of operations documents, and high-level architectures to develop system requirements specificationsGuide government customers in formulating functional, hardware, and/or software requirements, advise alternative approaches, and conduct feasibility studiesSupport the evaluation and analysis of design and performance behind current and future technologies and architectures used on the GSMO-II programsTeam ManagementManage and develop a team of technical professionals, providing guidance, mentorship, and support to ensure their success and growthDevelop and manage team budgets, resource allocation plans, and performance metrics to ensure effective team managementMentor, coach and provide feedback to ensure success and growth of team membersFoster a culture of innovation, collaboration, and continuous improvement and learning within the teamProject ManagementCoordinate with Project Managers, Solution Architects, and Technical Leads to ensure successful transition of the GSMO-II special projects innovations to operationsCollaborate with team leadership to define technical priorities and guide system development and implementation planningFacilitate problem-solving to manage risk, remove impediments, and drive program-level continuous improvementCollaborate with other teams and stakeholders to ensure alignment and coordination of effortsCustomer EngagementConduct senior-level customer presentations and demonstrations, and support proposal and ROM responses for new GSMO-II capabilities and ongoing enhancementsInterface with government customers and attend technical meetings to brief technical solutions, status, and issuesDevelop and maintain relationships with key stakeholders, including government customers, contractors, and other industry partnersProvide technical expertise and guidance to customers to ensure successful implementation and operation of GSMO-II systems and servicesStrategic PlanningEvaluate new technologies, platforms, and enhancements to expand and enhance the GSMO-II programDevelop and implement strategic plans to achieve program goals and objectivesIdentify and prioritize opportunities for innovation and improvement, and develop plans to pursue themStay up-to-date with industry trends and emerging technologies, and apply this knowledge to improve program operations and outcomesBasic QualificationsBachelor's degree in a relevant technical discipline (e.g., computer science, engineering, information technology) and 12+ years of related experience, or Master’s degree with 10+ years of related experience.Experience with people management and development, including performance management and talent developmentStrong communication skills, with the ability to clearly articulate status and present to both customers and program leadershipDemonstrated leadership skills and attention to detail, with experience managing and developing technical teamsExperience with cloud implementations, software-defined networking, AIOps, and data-driven operationsExperience with capability deployment across the full system lifecycle, including design, development, integration, test, and sustainment activitiesExperience with large-scale cloud native architecture design utilizing industry security standardsCurrently possess an active Secret security clearanceLeadership experience utilizing Agile methodologiesProven track record of developing and implementing technical solutions that meet customer requirementsAbility to travel to customer sites (
