General Nature of Work
The HR Director is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the County, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation and benefits.
JOB RESPONSIBILITIES
Establish and implement HR efforts that effectively communicate and support the County's mission and strategic mission.
Develop HR plans and strategies to support the achievement of the overall operations objectives.
Oversee employee concerns and problems to include counseling and disciplining.
Plan, organize, and direct a comprehensive Human Resource program for the County and oversee human resources functions such as: recruitment and selection, salary administration, benefits administration, performance appraisal, training/development, employee relations, drug-free workplace, DOL unemployment, workers compensation, risk management, policy interpretation, legal compliance, reporting, record keeping, and related functions; direct personnel engaged in administering human resources programs and policies.
Interpret, explain, apply, and ensure compliance with requirements of Fair Labor Standards Act (FLSA), Equal Employment Opportunity Commission (EEOC), Family & Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability & Accountability Act (HIPAA), and all other applicable federal, state, and local policies, procedures, laws, rules, regulations, and standards; ensure compliance of human resources programs with recordkeeping, reporting, and other regulatory requirements; initiate any actions necessary to correct deviations or violations; research/review employment laws and legislative updates to maintain compliance and clarify issues.
Consult with County Chairman, Commissioners, County Attorney, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; make operational recommendations regarding disciplinary actions, demotions, RIF, downsizing, or other activities with potentially negative impact on employees, morale, or legal exposure; keep management personnel informed of pertinent issues, trends, and developments; make recommendations to assist management in determining and implementing needed improvements.
Develop, recommend, update, and/or implement County-wide policies and procedures relating to human resources.
Develop and implement long and short term plans, goals, and objectives pertaining to Human Resources operations; evaluate efficiency and effectiveness of human resources programs, operations, procedures, and resource management; recommend and/or implement improvements in programs and operational procedures as needed.
Oversee the Learning & Development Coordinator in the administration of recruitment, classification, and compensation programs along with working to develop a comprehensive strategic recruiting and retention plan to meet the needs of the County.
Oversee the Benefits & Compliance Coordinator in the administration of benefits programs; oversee employee health, life, dental, short-term disability, and long-term disability insurance programs; oversee and administer Section 457 plan.
Coordinate with the Sheriff's HR Administrator for HR initiatives and support to the Sheriff's department.
Oversee risk management functions; administer workers compensation program; coordinate property insurance, casualty insurance, and liability insurance programs; conduct annual risk management audit for the County.
Act as the County's Safety Coordinator and attend ACCG safety training as needed.
Oversee development, implementation, administration, and maintenance of the County's human resources information system (HRIS).
Oversee maintenance of all human resources records; ensure proper maintenance of employee records, confidentiality of information, and release of records to authorized individuals in accordance with established laws/guidelines; initiate any actions necessary to correct deviations.
Prepare or complete various forms, reports, correspondence, schedules, performance appraisals, budget reports, agenda forms, committee reports, benefit reports, unemployment hearing reports, EEOC case responses, newspaper copy, policies, procedures, spreadsheets, notices, or other documents.
Manage a comprehensive compensation and benefit plan that is competitive and cost effective to the County.
Oversee and maintain confidentiality of departmental issues and documentation.
Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new trends and advances in the profession; read professional literature; maintain professional affiliations; attend conferences, workshops, and training sessions as appropriate.
Oversee the administration and review of the County's policies and procedures from the employee handbook.
Additional duties as assigned.

Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning : Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
MINIMUM QUALIFICATIONS
Bachelor's degree in human resources, business administration, public administration or related field required.
Master's degree preferred.
Five (5) to Seven (7) years of progressively responsible experience in human resources with 5 years of experience in an HR management/leadership role.
Experience within local government preferred.
SHRM-SCP, SPHR or IPMA-SCP certification preferred.
A combination of education & experience will be considered for the position.
