Brief Job Description:
Under the general supervision of the Child Care Regulations Manager, the Configuration Architect performs advanced tool integration and applications services management to support software and hardware infrastructure within the portfolio. This position requires an understanding of information collection and exchange business processes for private and confidential data, various architecture disciplines including; business, infrastructure, applications, data and security with infrastructure and technology best practices. Senior level activities include setup, install, configure system services, comprehensive jobs, and integration solutions for very large complex technical environment. Candidate works within a framework that aligns gaps between software architecture, systems architecture, and interface architecture. Ensures consistency across technical domains, plan and analyze solutions, perform recommendations and engage in proof of concepts. Work involves ensuring high availability operations, successful systems integration, and core software is current per HHS agency compliance. The candidate will be expected to be available for consultation/support after normal business hours to lead configurations, scheduled system changes, and respond to emergency situations. This position is classified as a fulltime position (40 hours per week).
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(30%) Leads and oversees configuration for long-term application systems topology according to HHS strategic imperatives that support internal and external processes, functions and operations upgrades, statewide and interagency interfaces, solution analysis of integrated systems; manages work plans, schedules, daily project tasking as well as overall system management.
(20%) Provides senior level analysis of highly integrated and complex systems by evaluating risk, lead and coordinate configuration strategies with cross-functional partners, understanding of functional requirements for HHSC and other state and federal partners to meet strict mandates.
(15%) Keeps abreast of new developments and technologies related to enterprise architecture, application compliance and specifications of agency business processes, fixes and enhancements for HHS IT applications.
(10%) Oversees the proper direction for hardware environments design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces.
(10%) Provide technical oversight to functional analysts/developers to accomplish software configuration requirements, development, implementation, debugging, performance enhancement and ongoing system maintenance.
(10%) Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHS and provides on-going communications and coordination with subject matter experts to resolve operational issues or potential issue while promoting adherence to sound development standards and solution.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):
Knowledge of industry standards for databases such as Oracle and/or SQL Server
Knowledge of configuration management concepts and tools.
Knowledge of best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data.
Knowledge of full systems development life cycle and methodologies.
Knowledge of laws governing the protection of PII and PHI.
Knowledge of architecture in applications and infrastructure applications, data, security, virtualization, and modernization.
Skill in building and supporting information systems environments for mission critical applications, running in a highly distributed manner.

Registrations, Licensure Requirements or Certifications:
N/A
Initial Screening Criteria:
Graduation from a college or university with a major in computer Science, Business Administration or related field. May substitute direct work experience on a year-for-year basis.
Minimum of ten (10) years' experience as a Configurations System Architect or ten (10) years' experience in hardware and middleware support or similar job function with at least three (3) of the ten (10) years performing configuration management.
Six (6) years of experience in supporting hardware environments including operating systems patching, third party tool installation and server oversight and support preferred.
