Brief Job Description:

The Data Analyst IV is selected by and reports to the Manager of the Medicaid CHIP Data Analytics (MCDA) Performance, Monitoring, and Analytics (PMA) Team within the Office of Data, Analytics, and Performance (DAP). The position provides key research and analytical and reporting functions for the MCDA PMA Team to support the identification of anomalies relating to clients, providers, service utilization, payment methodologies, and compliance with Medicaid/CHIP contract requirements. The position performs highly advanced Medicaid/CHIP program research activities under minimal direction with extensive latitude for the use of initiative and independent judgment. The position plans and/or conducts highly advanced program evaluation on the agency's Medicaid/CHIP programs; coordinates project design, planning, statistical analysis, visualizations, and/or reporting; and writes advanced scripts and code for computer-based statistics applications. The position provides consultation and assistance to MCDA, DAP, and Medicaid/CHIP staff in developing methods and strategies for more effective reporting of Medicaid related data and analyses, including developing and monitoring performance measures and applying statistical sampling methods. The position also prepares a variety of reports, studies, data sets, or other deliverables containing analyses of Medicaid services data, methods, procedures, and relevant sources to the administration and understanding of Medicaid/CHIP program and issues.

Essential Job Functions (EJFs):

EJF (30%) 1. Designs, develops, and maintains MCDA reports and responds to ad hoc requests using tools and Medicaid CHIP data to monitor the administration of Medicaid and CHIP services. Prepares and reviews a variety of written, oral, and graphical deliverables containing analysis of Medicaid/CHIP data, methods, procedures, and relevant sources to the Medicaid/CHIP administration and policy analysis to provide data analytics, data trends, and improve the Division's contract management.

EJF (30%) 2. Compiles, queries, and loads data using SQL and other query languages, into databases from a variety of source formats. Writes advanced scripts for statistical applications and applies statistical sampling methods. Provides data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; cleans and prepares data, as necessary.

EJF (20%) 3. Consults with data analysts, program staff, and executives to understand the business requirements that drive the analysis and design of the routine and ad hoc reporting solutions. Coordinates project design and planning for projects. Collaborates with data analysts, program staff, and executives to analyze and interpret data patterns, analyze data trends and anomalies, understand correlations between data sets, gauge progress toward targets, review contract compliance and performance measures, provide recommendations for key research findings, and conduct program evaluation using Medicaid CHIP data.

EJF (10%) 4. Actively contributes to the continuous improvement of department processes through ongoing initiatives, including: solutions to automate, building efficiencies, monitoring and maintaining consistency across multiple reports. Trains others and serves as subject matter expert on data integrity processes, interpreting visual data, new techniques in data processing and analytics, and best practices; provides support for analytical questions, requests, and issues.

EJF (10%) 5. Assists with preparing and conducting presentations of MCDA dashboards and reports. Drives the selection of analytical tools, the development of standards, usage guidelines, and procedures for those tools; and assist with analytical tool system administration monitoring and upgrades.

Knowledge, Skills, And Abilities Required (KSAs):

Knowledge of local, state, and federal laws and regulations.

Knowledge of programs and services provided by HHS agencies. Knowledge of patient level health and demographic data (e.g., Census, Vital, Medicaid, and CHIP data).

Knowledge of data systems and applications used by HHS agencies.

Knowledge of data analysis techniques. Knowledge of scientific research methods, statistical techniques, mathematics, geographical concepts and their application to data analytics.

Skill in using SAS, SPSS, SQL, ACCESS, Business Objects or other statistical and database management software.

Knowledge of database design, querying and reporting tools.

Skill in interpreting and explaining visual data.

Skill in communicating with all levels of staff with varying degrees of technical knowledge.

Ability to establish and maintain effective working relationships with all levels of staff.

Ability to prepare concise reports.

Ability to plan, organize, and conduct data analytic projects.

Ability to work in a team and to communicate effectively.

Ability to develop and interpret statistical data charts, maps, and tables.

Ability to interpret and publish data analytic findings.

Ability to exercise independent judgment and show initiative.

Ability to maintain detailed and organized documentation of data analytic projects.

Ability to communicate effectively and professionally both orally and in writing.

Ability to provide excellent customer service and demonstrate diplomacy in dealings with others.

Licensure, Certification, or Registration Required:

N/A

Initial Screening Criteria:

Bachelor's degree, equivalent, or higher degree in epidemiology, statistics, public health, data science, social or natural sciences, or other discipline which requires data management and analysis skills.

At least two years full time or equivalent experience with acquisition, collection, management, analysis, and presentation of large data sets.

Additional full time or equivalent work experience as described above may substitute for education on a year by year basis.

Up to one year of full time or equivalent work experience as a subject matter expert in Texas Medicaid or CHIP eligibility, enrollment, benefits, programs, or policy may substitute for data experience.

Preferred but not required: More than the minimum education or work experience in one of the above fields, certification in data analysis tools including but not limited to SAS, SQL, or Tableau, or experience with health or human service data.
