DECHR is seeking a passionate person to lead the way on monitoring the Wisconsin Home Energy Assistance Program (WHEAP). This position plays an important role as a liaison between the Department of Administration and other State agencies, local WHEAP agencies, and the public.

This position is located at the Department of Administration (DOA) building in the heart of downtown Madison near the State Capitol. This vibrant area is home to many nearby restaurants and shopping venues as well as Madison's notable farmer's markets and food carts. It is also close to the University of Wisconsin and is easily accessible by both the Madison Metro Bus route and the Capital City bike path. This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.
Position Summary
Under the general supervision of the WHEAP manager, this position leads, provides advisory and overall technical and administrative support for programs operated under the Home Energy Plus umbrella. Considerable knowledge is needed of the Home Energy Plus programs. As a lead worker, this position is responsible for directing and monitoring WHEAP Program and Policy Analysts and Community Services Specialists and coordinating assignments to ensure even work distribution. The position will serve as a liaison with other State agencies, local WHEAP agencies, and the public.
Home Energy Plus programs include the Wisconsin Home Energy Assistance Program (WHEAP), Program Development (PD) and the Weatherization Assistance Program (WAP). These are large statewide programs with combined annual budgets over $210 million. The WHEAP is delivered through contracts with counties, tribes and non-profit agencies and targets assistance based on need, encourages energy efficiency, and encourages individual responsibility for bill payment. WHEAP programs assist low-income households in meeting their needs for affordable home energy. Approximately 200,000 households are served annually. The WHEAP's primary programs are heating and electric assistance programs and emergency and prevention assistance programs, Program Development includes HVAC replacement and repair and water conservation program services. The weatherization program serves nearly 6000 households statewide and is designed to increase the energy efficiency of dwellings owned or occupied by low-income persons. Delivery of weatherization services is through a network of local non-profit agencies.
This position is responsible for:
Leading and assigning work to the WHEAP Monitoring Team, including, conducting reviews of local WHEAP agencies, Monitoring of local program operators to assure compliance with state and federal laws, policies and procedures, Providing recommendations relative to program development and policy modifications based on monitoring of local program operators, other contacts with local program operators, contacts with other partners at the local operations level, Conducting field tests of program modifications or tests of new models for program delivery, Conducting on-going testing and review of Home Energy Plus (HE+) system operations from the perspective of local users, Representing department policy and procedures to clients, local program operators, and other local partners, Reading and understanding regulatory statutes and administrative codes, and Exercising good judgment in the application of administrative policies For more information, please view the complete position description.
Salary Information
Starting hourly rate for this position will be $26.87 - $44.33 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification (Program and Policy Analyst-Advanced) are assigned to pay schedule/range 07-03. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
This position is headquartered at 101 E. Wilson Madison, WI in the Department of Administration Building. This position is fully remote, with the option to work in office if preferred. Travel up to 10% of time and occasional in-person meetings will be required.

Experience working with grant funded programs. Experience conducting training and developing training curricula. Experience conducting administrative and/or fiscal monitoring or auditing. Well-qualified applicants will have the following:
Experience working with WHEAP and data systems, or similar programs/systems. Experience working with non-profit agencies, utilities, or other low-income programs. Experience researching, drafting or interpreting program policies.
