Summary This position will be responsible for managing gas pipeline, gas storage and/or other midstream natural gas asset projects including planning, designing, budgeting, permitting, scheduling, constructing, and overall project management. The employee may oversee multiple projects and will also be responsible for overseeing contractors, safety, environmental, ROW, compliance and long- range planning for their projects. Duties and Responsibilities • Select, oversee and manage contract engineering firms to complete all required engineering deliverables to support project construction • Oversee the development of detailed specifications, designs, and project plans for all components of the storage expansion scope consistent with Spire policies and applicable codes and regulations • Interface with the project team, and supporting groups from Shared Services, to support the construction and completion of capital project(s) within budget with facilities operating as specified. • Manage project engineering expenditures within budget. • Interface and oversee major equipment providers to ensure facilities are constructed to meet equipment performance specifications. • Conduct regular meetings with engineering team on location (Evanston), engineering firm office or Houston to ensure engineering scope completion. • Evaluate and recommend new equipment, services, procedures, and technologies as required • Lead, direct, and coordinate the work to research, analyze and quantify the feasibility of numerous projects outside of the capital budget process and develop, estimate, and manage both capital and non-capital projects for various operating departments and divisions • Report on the status of engineering budget projects and processes • Performs preliminary engineering analysis and design in conjunction with broader Midstream team for midstream projects • Completes/assists/supervises the development of project cost estimates through design, simulation, PFDs, equipment type specification and initial sizing, P&ID development, and labor for midstream projects • Manages specific capital and maintenance projects including financial planning, scheduling, equipment specification and procurement, contractor interfacing, development of construction and operating drawings and project documentation. • Support the commissioning of new facilities as required. • Assists with defining the scope, schedule and budget for the design and installation of midstream projects. • Receives and reviews the design deliverables by a third-party engineering firm against the project budget and schedule. • Collaborates with internal and external ROW, environmental, and regulatory agents to support survey, geotechnical investigations, permitting, and land acquisition. • Provide engineering support during construction activities when required. • Support the commissioning of newly installed pipeline facilities when required. • Ensures that all work is performed in a safe, compliant, and cost-effective manner to maximize system integrity, reliability, and value to customers • Assists special projects as required. • All other duties as assigned. Essential Characteristics and Competencies · Ability to demonstrate the core and job category competencies: customer-focused, results-driven, teamwork, communications, adaptability, initiative, problem solving and quality · Ability to lead by example in support of the company’s essential characteristics and values: strong ethics and integrity, dedication to a safe work environment, commitment to a diverse workforce that recognizes and respects every individual’s unique skills and perspectives · Strong work effort, willingness to “roll-up sleeves” to ensure best engineering design is produced, outgoing and real time management of engineering resources, team player to support the successful completion of midstream projects Supervisory Responsibilities – Manage or support the management of all 3rd party engineering contractors supporting a midstream project and work alongside midstream team to support engineering analysis Required Education (certifications, licenses) • Bachelor’s degree in engineering required. • Project Management Professional (PMP) or other accreditations, such as PMI-PBA, PMI-ACP, Lean Six Sigma, etc. or advanced project/construction management education preferred. • Experience with PHMSA and OSHA regulation and compliance preferred. • Professional Engineering License preferred Required knowledge, skill and abilities • Minimum 5 years’ experience in pipeline, natural gas storage, gathering, processing and/or other midstream project management. • Experience managing multiple high-profile projects with varying degrees of risk in a fast-paced environment • Knowledge of project management techniques and proven ability to lead a cross functional teams / work across functional areas to achieve mutual goals • Strong verbal and written communication skills; strong interpersonal skills and ability to deal effectively with both internal peers, staff of acquired entities and third-party service providers • Strong computer skills, including proficiency in the Microsoft Office Suite and use of Spire’s systems such as Maximo, OBIEE, Oracle, Sharepoint, and Asana. • Strong understanding of industry standards and regulatory code pertinent to midstream assets including CFR Part 192, 193, and 195 Physical demands, environment and schedule • Work is normally performed in a shared, open-office environment. • Work hours are typically 7:00 am to 4:00 pm Monday through Friday • Additional hours may be required per month to complete necessary work in the areas of responsibility that fall under this position • Overnight travel is required to visit various work locations and to attend business functions Posting Requirements We accept online applications through our career site at jobs.spireenergy.com Disclaimer: The above statements are intended to describe the general nature of the level of work being performed by people assigned to this classification.
