Summary This is a public notice flyer to notify interested applicants of anticipated vacancies in the Naval Acquisition Development Program (NADP) with Naval Information Warfare Systems Command. Responsibilities You will be responsible for the solicitation, analysis, evaluation and negotiation of the contractor's proposals associated with modifications to contracts for the construction of ships for the US Navy and Foreign Military Sales transactions. You will administer the contract from award through closeout, including all milestones in between. You will initiate correspondence and reports, analyze status of contract/contractor performance, resolve contractual problems, and provide contractual solutions to problems arising in material, quality and technical disciplines. You will interpret and enforce contract terms and conditions and provide appropriate contractual advice as necessary. You will obtain required pre-award surveys to determine contractor responsibility and obtain audits and pricing reports to develop negotiation positions. You will coordinate the establishment of a technical evaluation committee to determine acceptability of cost, management and technical proposals. You will analyze proposals for conformance with the solicitation, performs cost or price analysis, including review of cost data, to determine reasonableness. You will serve as key field representative in major shipbuilding source selection procedures. You will plan procurement actions to acquire goods, services, or work from an external source. You will analyze price or cost data for contract modifications, changes, or deviations to determine necessity and reasonableness You will draft contract documents (i.e., cure or show cause notices, contract modifications and administrative documents) based on specific detailed information provided by senior contract specialist/supervisor. Requirements Conditions of Employment Qualifications FOR GS-09 GRADE LEVEL: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist negotiating, administering, and resolving issues to ensure compliance, fair pricing, and contract execution in order to execute the mission of a shipbuilding program. FOR GS-07 GRADE LEVEL: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist supporting negotiating, administering, and resolving issues to ensure compliance, fair pricing, and contract execution in order to support the mission of a shipbuilding program. Education In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work: GS-09 master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. GS-07 1 full year of graduate level education or Superior Academic Achievement (SAA) through the following method (only one). You must submit proof with your application Additional Information SALARY TABLE: GS-07 $49,960-$64,952 GS-09 $61,111-$79,443 This position is covered by the Department of Defense Priority Placement Program.
