Finance Department About CMFCAA The Central Missouri Foster Care & Adoption Association is a not-for-profit agency that educates, supports, and advocates for foster, adoptive, & kinship children, youth, & families in central Missouri by offering services & partnering with community & governmental agencies to develop healthy & self-sufficient individuals & families. Currently, we are assisting over 640 foster families, over 1400 foster children, and over 400 adopted children in our service area. Our goal is to be a support to the families, children, and youth in this area, and we work tirelessly to provide much-needed services to them. Position Summary

The Chief Financial Officer (CFO) leads, manages, and administers all Agency fiscal functions. The CFO serves as a senior-level team member, assists the Chief Executive Officer (CEO) with overall fiscal operations management, and provides guidance and direction to Program Officers as requested by the CEO. This position is responsible for overseeing fiscal compliance with Agency and funding source policies, procedures, and applicable regulations, and oversees the management of cash in all accounts to achieve and maintain a positive cash flow wherever possible. Essential Functions/Job Expectations

Plans, develops, organizes, implements, directs, and evaluates the organization’s fiscal function and performance. Participates in the development of the corporation’s plans and programs as a strategic partner. Evaluates and advises on the impact of long-range planning, introduction of new programs/strategies, and regulatory action. Guides financial decisions by establishing, monitoring, reviewing/revising, and enforcing policies and procedures. Monitors and maintains a chart or record of accounts sufficient to meet funding source requirements and consistent across the various funds maintained by the Agency. Assures timely close out of all contracts and grants, including close out of fund balances. Protects assets by establishing, monitoring, and enforcing internal controls. Oversees the preparation of the Agency’s annual operating budgets and capital expenditure budgets, annual financial reports, and monthly financial statements. Represents the Agency during annual audits of financial statements by external accounting firm(s). Assists auditors and monitors with their reviews of financial information. Prepares Request for Proposals (RFP) packages for audit services and maintains official audit files and oversees distribution of audits. Oversees the preparation of Agency financial reports for the Board of Directors and Agency management staff, and other reports required by funding sources or requested by the President and/or the Chief Executive Officer. Assures timely and accurate submission of all required financial reports, financial statements, and audits to funding sources. Maintains Agency tax files and official financial documents. Reviews requests for funds disbursement and purchase orders; maintains vendor purchase records; and reconciles with invoices for goods and services received to ensure proper payment. Analyzes data for capital investments, income cash position, and overall financial condition. Recruits, selects, and trains finance/accounting employees. Prepares bank reconciliations, reviews journal entries, ledgers, and trial balances. Prepares Agency’s indirect cost proposal and negotiates final indirect cost rate. Manages and administers Agency’s investments. Qualifications/Credentials/Experience

Five years of finance experience required. Ten plus years of finance and/or executive management experience preferred. Degree in Accounting, Finance, Business Administration, or related field required. Knowledge or experience in accounting for non-profit entities and applicable federal and state accounting methods and regulations preferred. Ability to work in a collaborative team setting. Performs additional related duties as assigned by the Chief Executive Officer. Must be able to perform each essential duty satisfactorily.
