Summary This position is located in Simulation, Learning, Evaluation, Assessment and Research Network (SimLEARN), Office of Discovery, Education and Affiliate Network (DEAN), Veterans Health Administration (VHA). SimLEARN's goal is to promote collaboration and coordination with facility-based educators, researchers and clinicians to drive ongoing improvement and innovation in education, training and advancements in scientific research. Responsibilities This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-13. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied. * The incumbent of this position functions as a Management & Program Analyst. The incumbent serves as a liaison with VISN and facility-based informatics departments to provide guidance and facilitate coordination of health systems technology innovation efforts. The duties include, but are not limited to: Coordinating geographically distributed projects from the inception of the project selection process to project close out, to ensure their success. Tracking projects status, facilitating the resolution of issues with internal and external entities, regularly communicating with many stakeholders, customer relationship management, acting as the contracting officer's representative (COR), applying project management principles and practices, responding to data calls, participating in calls, attending kick-offs and other related meetings, contracting and budget analysis, drafting and facilitating the approval of project management documentation, contracting documentation, budgets, minutes, tracking information , press information, and other communications items. Soliciting participation of business owners in defining and validating innovations requirements and ensure the customer, business owners, and stakeholders are kept abreast and involved through the planning process. Developing, maintaining and reporting project plans in support of project priorities and requirements determined by VHA leadership and assigned by supervisor. Providing guidance to Senior Management, other Project Manager and project team(s) in directing development of project schedules for new/existing/future applications. Facilitating meetings to execute the project's processes; coordinating and monitoring project status; performing analysis of activity and project status and utilizing the results as the basis for project status reporting. Reporting variances, identifying risks and coordinating corrective actions with the project team, and management as appropriate. Coordinating data calls with many geographically distributed parties. Planning and facilitating of conferences. Developing supporting rationale, and presenting issues and recommendations to appropriate management levels, and proceeds with accepted work plan to complete and implement the assigned project. Preparing various types of documents; including reports, speeches, briefings, slides, handouts, Memorandum of Understanding, Interagency Agreements, Statements of Work and other contractual documents, budget submissions, cost benefit and requirements analyses, and other written materials as required to detail and support use of federal information processing resources to achieve project and program mission requirements. Performing work related to developing and monitoring quality region-wide projects, programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes..
