Summary This position is in the Human Resources and Training Service (HRTS), Office of Resource Management (ORM), Office of Construction and Facilities Management (CFM), Office of Acquisition, Logistics and Construction (OALC), Office of the Secretary, Department of Veterans Affairs in Washington, DC. The HRTS provides oversight for human resources management and the organization's training program. Responsibilities The incumbent will provide support duties to the CFM Training Officer. The incumbent will oversee and participate in training needs assessment while conducting comprehensive analysis to identify training needs across CFM, ensuring training and engagement programs align with the organization's goals and objectives. The position will help to facilitate training sessions, workshops, and seminars. The position will deliver training using a variety of training methods including in-person, virtual, and blended learning. Develop and deliver workshops focused on training and workplace culture. The incumbent will assess the effectiveness of training programs through evaluations and feedback. Analyzing data to measure training impact and identify areas for improvement. Assist the Training Officer with developing and delivering training programs that meet regulatory and compliance requirements, keeping abreast of changes in regulations and updating training material accordingly. Develops personal development plans for trainees. Assist CFM employees by providing essential training on soft skills such as communication and teamwork. Encourage continuous learning and skill enhancement among employees. Create and execute strategies to improve employee engagement and satisfaction. Collaborate with management to align engagement initiatives with organizational goals. The incumbent will be actively engaged in various initiatives including but not limited to, All Employee Survey, Public Service Recognition Week, Inclusion Diversity Equity and Access Council, and Communities of Practice. Analyze survey data to identify trends, areas of improvement, and concerns. Plan and facilitate annual team building events and activities to foster a positive work culture. Work closely with HR and management to develop and implement wellness programs and other benefits that improve employee satisfaction. Prepare detailed reports and presentations for senior management on engagement metrics, overdue training requirements and survey findings. Develop and implement programs and initiatives to address identified engagement issues. Create and manage recognition and reward programs to boost morale and retention. Continually monitor the effectiveness of engagement programs. Establish and maintain open communication channels between employees and management. Update and maintain Workforce Training Database for accuracy of information. Represents the organization on committees, working groups, and study groups related to training support systems and capability developments. Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization. Prepares long and short-range comprehensive reports of findings and recommendations. Assists employees and managers with submitting training requests through the Corporate and Regional Matrixed Budget System (CRMBS) system. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-11 Qualifications: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would be assessing while conducting comprehensive analysis to identify training needs. Collaborating with management to align engagement initiatives with organizational goals, ensuring training and engagement programs align with the organization's goals and objectives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR, Combination: You may qualify by a combination of experience and education. Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree. GS-12 Qualifications: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would be assessing while conducting comprehensive analysis to identify training needs. Collaborating with management to align engagement initiatives with organizational goals, ensuring training and engagement programs align with the organization's goals and objectives. Assessing the effectiveness of training programs through evaluations and feedback. Analyzing data to measure training impact and identify areas for improvement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work demands periods of intense concentration in planning, analyzing, coordination, and execution. It is primarily sedentary with some slight physical efforts required (standing for presentations and training). May require quarterly travel.
