Qualifications

  • Bachelor's Degree in Accounting or a related field.
  • Prior experience in areas related to the summary of duties; or an equivalent combination of education and experience. Experience in accounting and budgeting functions.
  • Ability to review, analyze, prepare and submit accurate expenditure reports. Effective problem-solving skills, decision making, and human relations skills.
  • Satisfactory work record & criminal/child abuse clearances (Acts 34, 114, and 151).
  • Must be able to work a flexible schedule (day and evenings), Monday through Friday.
  • Bilingual preferred.
  • Strong computer skills, including proficiency in Microsoft Office applications (i.e. Excel, Word, and PowerPoint), organizational and data management skills, collaborative programming, interpersonal and human relation skills; and ability to work in a non-judgmental, culturally sensitive manner.
  • Consistent and demonstrated record of strong verbal and written communication skills.
  • Such alternatives to the above qualifications as the Superintendent and Allentown School District Board of Directors deem appropriate and acceptable.
Summary
The Finance & Budget Analyst for the 21st Century Department will support the day-to-day financial management of monthly expenditure reports, program budgets and offer accounting assistance to all department cohorts. Duties include establishing and reconciling budgets, processing reimbursements, ensuring accurate fund disbursement by tracking documentation, creating checks & balance for expenditure reports and reimbursement, and advising the 21st Century Project Manager and Assistant Project Manager on all financial matters. This involves overseeing the spending of yearly funds in each grant through the creation and maintenance of a budget tracking system. The Finance & Budget Analyst will also provide weekly updates to the administrative team to ensure all grants stay on track to fully utilize their budgets. In addition, collaboration with the finance department, business office, and payroll department is essential to ensure program compliance with financial and matching requirements.
Essential Duties and Responsibilities
  • Responsible for grant accounting functions, including review and preparation of budgets, budget revisions or amendments, processing vendor payments, preparation of grant reports and financial documentation maintenance and monthly accruals of expected grant income.
  • Provide consistent and clear guidance of government grants and contracts in compliance with government accounting processes and requirements, including employee time sheets, invoices, contract accounting, monthly closings, maintain monthly files and spreadsheets for audit and reporting purposes.
  • Review reports for consistency, accuracy and compliance with funding sources. Review partners' agreements and perform needed audits per contract requirements.
  • Oversee grant compliance and processes as it relates to grant accounting, ensure compliance with funding source and administrative guidelines.
  • Create and process journal entries.
  • Assist with month end close out processes.
  • Perform other duties as assigned.
  • Works in consultation with the Office of Performance Management, Equity & Accountability), 21st Century Site Locations (ASD buildings), building administrators, 21st Century Core Team, Child Nutrition Services (CNS), business office, teachers, paraprofessionals, advisory committees, community partners, and recruitment of students.
  • Attend required 21st Century webinars, conferences, and meetings.
  • Meet regularly with ASD staff to provide program updates.
  • Attend professional development as required or requested.
