International Agreements Management Analyst Washington, District of Columbia Apply Now International Agreements Management Analyst Location:Washington, DC Remote Work:Hybrid Clearance:Secret Work Status:Full-Time Position DescriptionThe U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. The Bureau of International Narcotics and Law Enforcement Affairs, Executive Office Budget Planning Formulation and Presentation division is responsible for managing the bureau’s authority to conclude international agreements with foreign governments and with International Organizations. Part of the management includes negotiating terms and conditions applicable to the agreements advancing the bureau’s mission worldwide. Duties and Responsibilities Advise in the developing program criteria to be utilized as part of the negotiations with International Organizations and letters of agreements (LOA) with host governments. Assists with the revision of legal annex templates of IO-LOAs with INL’s Office of Global Plans and Policy (GPP) and the INL Executive Director. Lead the coordination process in preparation of USG review and approval of International Agreements with international organizations, including clearance and signature. Assist in analyzing and improving knowledge of management processes and procedures related to INL’s international organization and bilateral agreements. Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines Analyze numerous financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed Provide feedback to management on best practices for data input, document standardization, organization, and storage; identify recurring issues that should be addressed by management. Assist in coordinating the interpretation and adaptation of available guidelines/SOPs to work related to international agreements; aid in analyzing the issues and make recommendations for changes and improvements. Assist in developing SOPs for areas identified as a potential risk or vulnerability to the INL’s management of international agreements. Assist subject matter experts with the development of training modules for INL sponsored training workshops and distance learning courses based on policies and procedures. Develop and maintain strong relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates Work closely with INL program office staff and managers, as well as the stakeholders at US embassies overseas and other US federal agencies to provide support on implementing international agreements policy and procedures. Provide advice, guidance, and consultation regarding the interpretation and application of analysis. Communicate effectively, both orally and in writing, and work effectively in a team setting. Travel RequirementsTravel is authorized for this position in accordance with the award and shall not exceed the designated ceiling. This position is not expected to travel on a regular basis. Minimum Qualifications Must be a U.S. Citizen; A Bachelor’s degree from an accredited institution; Four to Six years’ experience in relevant field: International Agreements. Demonstrated knowledge of Federal regulations in regard to area of specific need: International Agreements Management. Proficient in Microsoft Office Suite. Demonstrated experience facilitating organizational change. Proven knowledge of Federal policies and procedures including methods of providing foreign assistance. Experience drafting U.S. government reports and documents. Preferred Qualifications Demonstrated experience working with the Department of State. Strong interest in multilateral diplomacy, international organizations, transnational organized crime, and drug control issues. Experience with international organizations or multilateral settings preferred. At least two years of experience in providing administrative and logistical support.
