Summary This vacancy is for a Supervisory Security Specialist in the Office of the Secretary within the Department of Commerce. This position is with the Department of Commerce's (DOC), Office of Security, Insider Risk, and Continuity, (OSIRC), Office of Security (OSY). Responsibilities As a Supervisory Security Specialist, you will perform the following duties: Providing technical guidance and advice on adjudications of all levels of cases and the issuance of interim access approvals for the Department's personnel. Preparing and reviewing Administrative Review packets in the denial and/or revocation action of security clearances. Establishing performance and improvement goals within the personnel security clearance process and monitoring the completion of compliance reviews of a nationwide program. Collecting, analyzing, and presenting metrics and data to include those from the Office of Personnel Management (OPM) and the Office of the Director of National Intelligence (ODNI). Representing the Department at Office of Personnel Management (OPM)/Director of National Intelligence (ODNI) interagency forums, as needed. Providing guidance to senior management officials and interpreting regulations which impact Departmental organizations. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-IV is equivalent to the GS-13/14 grade levels. The Band IV is equivalent to the grades 13/14 on the GS pay scale. Supervisors are eligible for supervisory performance pay, increasing their salaries by up to six percent higher than the maximum rate of their pay bands (achievable through pay for performance increases only). To qualify at the ZA-IV level: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-03 or GS-12 in the Federal service or its non-federal equivalent. Specialized experience is defined as: Providing technical guidance and advice on personnel security adjudications of all levels of cases. Developing and implementing polices to ensure adherence to program requirements and regulations. Planning, organizing, and conducting analyses, studies, and evaluations. Experience serving as a Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) is desirable, but not required. Education There is no positive education requirement for this position.
