Summary About the Position: Serves as the Human Resources Specialist (Military/Information Systems) for the Integrated Personnel and Pay System - Army (IPPS-A) system utilizing Human Resources (HR) and Information Management skills. NOTE: To apply for a temporary promotion NTE 13 months, see announcement - SDSB245835895193 Responsibilities As the Human Resources Specialist (Information Systems/Military), you will perform the following duties which is not an all-inclusive list: Executes and manages all tasks/requirements of IPPS-A Deployment and New Equipment Training requirements of IPPS-A implementation throughout the command. Provide all necessary support as required in order for the organization to meet program readiness standards/parameters and achieves all objectives. Plays a major role in organizing and preparing briefings to introduce IPPS-A concepts and describes the business functions involved of all key deployment and training activities. Leads the functional business oriented migration of all aspects of fielding IPPS-A across the command. Support internal and external efforts to influence the development, deployment, and implementation of IPPS-A and MILPAY Training. Assists with operational and administrative requirements, training enrollment and schedules, strategic communications, planning and deployment of IPPS-A to include functional support and testing as directed. Specialized Experience: One year of specialized experience which includes experience 1) providing customer management support assistance on Personnel and Pay System procedures and applications 2) applying a wide range of military HR regulations and policies to develop plans of actions and 3) recommending solutions to major problem areas; and providing customer service management support assistance for military information and pay systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as personnel management or program management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a TERM appointment with no statutory return rights back to a permanent position.
