Summary:

The Compliance Specialist is responsible for the evaluation and monitoring of all properties owned and/or managed by Lutheran Senior Services to assure compliance with applicable Affordable Housing Programs. They will keep current on all changes in Affordable Housing regulations and assist in the distribution of this information to housing staff.

Essential Duties and Responsibilities:

1. Verifies compliance with Fair Housing Standards, HUD, LIHTC, or other government programs and LSS policies and procedures

2. Audits resident files to ensure compliance with standards set by HUD and /or LIHTC Programs; Follows-up on any necessary corrections; Schedules/coordinates all on-going file reviews and audits to ensure all tenant files are in 100% program compliance. This includes files in the 202 PRAC, 202/8, LIHTC and mixed financing programs; Conducts on-site mock MOR audits of tenant files, EIV and reviews HUD vouchers to determine HUD compliance

3. Supports community managers and site staff in developing and deploying corrective action plans based on internal or external audit findings; Works with AH Leadership to develop action plans for non-compliant properties

4. Reviews and provides final approval of all new move-in files within 24 hours of receipt.

5. Assesses and makes recommendations to the Corporate Director of AH regarding training needs for property managers and leasing staff consistent with LSS guidelines; Provides training on any applicable changes to HUD/LIHTC program requirements; Conducts annual staff workshops

6. Trains new Leasing Associates on compliance software, HUD 4350.3 Occupancy Handbook, Enterprise Income Verification (EIV), and Fair Housing; Provides training on Compliance Software upgrades as necessary; Facilitates bi-monthly Leasing Associate meetings

7. May provide consulting services to outside organizations and HUD/LIHTC communities who have contracted with LSS for such services, which may include training and file compliance testing

8. Stays current on industry changes and trends, HUD, LIHTC, 202/8 and mixed finance regulations and Fair Housing policies

9. Updates and deploys compliance policies, procedures and file documentation requirements for all properties in the portfolio

10. Interprets all updates and changes in Affordable Housing program requirements (including HOTMA, NSPIRE, etc.) and ensures site staff receives proper training

11. Responds to compliance-related questions from LSS staff, assisting with questions related to various HUD handbooks, housing notices, guidebooks, etc.

12. Conducts regular leasing associate meetings to ensure compliance with AH regulations

13. Maintains the Master EIV report manual, ensuring all staff members are current with credentials and Cyber Awareness training.

14. Prepares or reviews all required documents for an MOR or State Agency audit, including completing required property specific checklists, reviewing required desk reviews and tenant files; Reviews and prepares responses to MOR findings

15. Provides feedback and follow-up to Affordable Housing leadership by identifying and resolving problems related to operation of the development, management deficiencies, excessive vacancies, or other areas identified during review or as directed by HUD

Knowledge, Skills, and Abilities:
  • High School Diploma required; Bachelor's Degree in Business or related field preferred
  • Documented certification in Affordable Housing programs including but not limited to HUD, LIHTC and mixed financing (COS, CPO and/or other recognized certifications from NAHMA or NCHM)
  • Previous work experience in Affordable Housing industry with HUD and LIHTC experience required
  • Proficient in Excel, Word, and Outlook
