Position Summary
The Regional Director, Transitional Housing Programs provides strategic leadership and operational oversight for a designated portfolio of homeless shelters, ensuring alignment with NAICA's mission to empower underserved populations through comprehensive housing and support services. This role is pivotal in fostering collaboration, advancing program excellence, and ensuring the organization's compliance with all regulatory and contractual requirements.
As a key leader, the Regional Director will develop and implement innovative housing solutions, maintain robust partnerships with stakeholders, and drive the achievement of measurable outcomes for residents transitioning to independent or sustainable living arrangements. Reporting to the Senior Regional Director, the individual will directly oversee program directors and interdisciplinary teams, while serving as a primary liaison between NAICA, community partners, and the NYC Department of Homeless Services (DHS).

Reporting to the Senior Regional Director, the individual will directly oversee program directors and interdisciplinary teams, while serving as a primary liaison between NAICA, community partners, and the NYC Department of Homeless Services (DHS).
Key Responsibilities
Leadership & Team Development
- Provide transformational leadership and mentorship to program directors, fostering a collaborative and inclusive work environment.
- Lead initiatives to promote professional development, empowerment, and cross-functional alignment among team members.
- Cultivate a high-performance culture focused on accountability, innovation, and resident-centered outcomes.
Program Oversight
- Oversee daily operations of transitional housing programs, ensuring facilities meet safety, security, and operational standards.
- Drive progress toward DHS placement standards by supporting residents in achieving sustainable living goals.
- Establish quality assurance protocols to maintain compliance with federal, state, and local regulations, including OTDA, DHS, FDNY, DOB, DOH, and Coalition for the Homeless standards.
Strategic Planning & Innovation
- Identify emerging trends, funding opportunities, and best practices in transitional housing to enhance program delivery and scalability.
- Collaborate with senior leadership to design and implement new initiatives that address the evolving needs of residents and communities.
Operational Excellence
- Ensure programs achieve key performance metrics, including contractual compliance and programmatic outcomes.
- Partner with HR on workforce planning, recruitment, and performance management to support staff retention and growth.
- Oversee financial management and resource allocation, ensuring cost-effective operations.
Risk & Crisis Management
- Develop and implement crisis intervention strategies to support residents and staff during critical incidents.
- Maintain on-call availability for emergencies and provide guidance during urgent situations.
Stakeholder Engagement & Representation
- Serve as a trusted representative of NAICA, building and maintaining strong relationships with DHS, OTDA, and other governmental and community stakeholders.
- Actively participate in community events, interagency meetings, and advocacy efforts to strengthen NAICA's presence and impact.
Qualifications:
Education & Experience
- Bachelor's degree in Human Services, Social Work, Public Administration, or a related field (Master's preferred).
- A minimum of 7 years' experience in social services program delivery, with at least 4 years in senior management.
- Direct experience with NYC Department of Homeless Services (DHS) and an in-depth understanding of related regulations.

- Strong analytical skills with the ability to assess complex challenges and implement effective solutions.
- Proven success in building and managing high-performing, multidisciplinary teams.
- Exceptional communication and interpersonal skills, with bilingual proficiency in English/Spanish preferred.
Technical Skills
- Knowledge of financial management and contract compliance within nonprofit or human services organizations.
- Familiarity with participatory planning, empowerment strategies, and evidence-based practices in transitional housing.
Additional Requirements
- Flexibility to work evenings, weekends, or holidays as needed.
- Ability to travel to sites throughout New York City.
- Physical capacity to sit for extended periods and perform light travel-related tasks.
