PROJECT MANAGER Function Statement: The overall function of this position is to serve as a project manager in the DeRidder construction office (Unit 227), District 07. The incumbent reports directly to the project engineer, Engineer 6, and assists the project engineer with managing DOTD construction projects. The position exercises functional supervision over lower level engineering technicians to assure that quality materials and workmanship are used to construct DOTD projects in accordance with DOTD project specifications. The incumbent is required to perform office work as well as out-door work in various weather/terrain conditions. Some night time, weekend, and holiday work may be required. The incumbent must be self-motivated and be able to perform project management duties with minimal supervision and also be able to apply engineering principles to solve construction problems as they arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing educational classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment: Specialized knowledge, skills and abilities: Perform very complex, sub professional engineering tasks of a complex nature requiring intensive training & diversified experience in a specialized area; and/or to serve as lead worker over lower-level technicians and/or other personnel engaged in sub professional engineering work. Organizes and conducts routine project management meetings during project development on behalf of Project Engineer. Assigns inspection duties to inspectors; coordinates inspections with contractor personnel. Assists in reviewing and monitoring design projects or construction jobs in progress and ensures adequacy of supervision; accounts for materials and processes used and the application of project management principles. Reviews and monitors progress of projects to ensure on-time and on-budget delivery by consultants, contractors, and/or agency personnel. Prepare monthly estimates for pay. Prepare and supervise the preparation of field books. 30% Assists the Project Engineer with the supervision and operation of the construction office, as well as the supervision or performance of work involving the maintenance, construction, or repair of transportation and public works structures. Reviews project plans before and during construction. Reviews and verifies all plan dimensions, vertical and horizontal controls and verify the location of structures such as bridges, roadways and drainage. Checks project quantities, corrects any errors and furnishes calculations for adjustment. Meets with utility representatives; attends preconstruction projects and partnering conferences, and monthly CPM and progress estimates for pay. May participate in public hearings and meetings with construction contractors, local governing bodies, and elected officials; may assist in answering questions on project development and construction projects from the general public, environmental groups, and the community. 20% Works on multiple road and bridge construction projects assisting the Project Engineer and Engineering Technicians in the performance of their inspection duties, meeting with contractor's personnel to discuss problems, answer questions, review plans and proposals for upcoming projects, monitors the work product of inspectors, including DWR's, electronic field book entries, test reports, and overall project inspection, initiate change orders, and verify complete and accurate records are being maintained in accordance with the plans and specifications for timely monthly payments. 5% Reviews and recommends changes to plans and specifications for upcoming construction projects that are designed by others. Attends plan-in-hand meetings to discuss project design and development of plans and specifications on all types of construction projects. 5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
