Brief Job Description:
The Medicaid and CHIP Services (MCS) Division is driven by its mission to deliver quality, cost effective services to Texans. The MCS Quality and Program Improvement, Quality Reporting Unit (QRU) seeks a highly qualified candidate to fill the Data Analyst V position.
The Data Analyst V supports existing and future federal reporting requirements by performing highly complex (senior-level) data collection, reporting and analysis to monitor, evaluate and increase efficiencies for the Quality Data Analytics and Reporting (QDAR) department. The position acts as a liaison between QDAR and policy and program areas. The Data Analyst works with various program areas to explore different aspects of MCS' Medicaid systems (people, policy, data systems and processes) to determine appropriate, valid, and reliable data sources to ensure agency deliverables meet federal requirements for the Home and Community-based Services Medicaid waiver programs.

Essential Job Functions (EJFs):
Work involves conducting detailed analysis of data systems and data sets, including monitoring, and ensuring data quality, to be used to meet federal reporting requirements. Compiles, queries, and loads data points using SQL, and other query languages, into databases from a variety of source formats to support complex analyses. Cleans and prepares data, as necessary, to produce data required.
Oversees the development of high-quality written project updates and reports. Guides the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools. Defines, develops, and implements data standards. Determines trends and resolves operational problems related to performance and quality measure data across multiple programs. Coordinates with others who collect, organize, analyze, and prepare materials in response to requests for information and reports specific to performance measure data. Analyzes performance measure data using standard tools, methods, and techniques. Prepares concise, comprehensive technical reports to present and interpret data. Makes recommendations on revisions to data collection methodologies.
May train, lead, assign and/or prioritize the work of others to meet data reporting needs. Will assist in the development of in-house capabilities to identify, describe, monitor, and create intervention strategies promoting quality across long-term care programs and activities. Leads, participates, and contributes in cross-functional teams/workgroups, trainings to support unit priorities.
Utilizes strong communication skills to explain MCS, QDAR and QRU business processes and to negotiate for information and resources needed to ensure successful implementation of initiatives. Collaborates with internal and external stakeholders regarding program performance measures. Coordinates with subject matter experts to ensure accuracy of reporting tools, workflows, and reporting procedures. Provides direction to other areas providing data support.
Ensures data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; coordinates with stakeholders to improve data quality.
Provides suggestions regarding systematic changes that will improve the collection of data and align data infrastructure with business needs. Provides routine updates on the status of projects and initiatives, and performs other related work as assigned.

Initial Selection Criteria:
Graduation from an accredited 4-year college or university with major coursework in a social science, business, statistical or related field required.
Master's degree, or equivalent experience preferred. Experience and education may be substituted for one another.
Experience with Medicaid, long-term care, state, or federal health care programs required.
