(BGS) is seeking an Electrical Contractor Authority Having Jurisdiction (ECAHJ) Electrical Engineer to join our team at the Y-12 National Security Complex in Oak Ridge, TN, which provides integral mission support to the National Nuclear Security Administration. Responsibilities:
- Serve as a Y-12 Site Electrical Contractor Authority Having Jurisdiction (ECAHJ) by providing expertise for the application and implementation of National Fire Protection Association (NFPA) codes 70, National Electrical Code (NEC) and 70E, Standard for Electrical Safety in the Work Place, additional NFPA electrical codes requiring an established ECAHJ for implementation, and other associated industry standards applicable to facilities at the Y-12 site.
- Possess sufficient technical knowledge and experience in the electrical engineering and electrical construction disciplines to effectively interpret and ensure compliance with the NEC. Develops and implements electrical safety programs and procedures in an attempt to eliminate personnel injury and/or property damage due to fire, explosion, arc flash, and electrical shock. Where specific rules are not established in the code, review and approve alternate methods when assured that objectives can be achieved by establishing and maintaining effective safety equal to, or exceeding, established codes, regulations and standards.
- Manage the development and documentation of equivalencies and exemptions to NFPA codes 70 and 70E; and Occupational Safety and Health Administration electrical requirements at Y-12 for electrical equipment issues, in accordance with Code of Federal Regulations (CFR) - 10CFR851, Worker Safety and Health Program.
- In conjunction with the Maintenance and Construction Organizations, assist the Sr. ECAHJ with the implementation and oversight of the qualified Electrical Inspectors process and ensure that trained and qualified electrical inspectors are available for evaluation of new and modified systems and equipment. Coordinate implementation of the electrical inspections process in accordance with Y73-528, "Electrical Safety Manual", to ensure compliance with code requirements.
- Work with Design and Operations Engineering as needed to ensure new or modified electrical equipment and systems are compliant with electrical code requirements.
- Coordinate with engineering organizations to implement the approval of custom built and non - Nationally Recognized Testing Laboratory approved equipment, in accordance with Y73-528.
- Serve as an advisor to Environmental Safety and Health, facility managers, project managers and engineering for NFPA electrical code related issues, and as a member of the Electrical Incident Investigation Team (EIIT), assists with investigations of accidents and incidents involving electrical systems or equipment when requested.
- Utilize various communicative tools (i.e., oral presentations, metrics, white papers, reports, etc.), collaborates with management and customer designees on matters pertaining to electrical code implementation at Y-12. Assist senior management, resolving issues pertaining to electrical code implementation policies as it relates to NFPA 70 and 70E code requirements.
- Ensures all related activities are conducted with discipline and rigor in compliance with Conduct of Operations, Integrated Safety Management System (ISMS) and Integrated Safeguards and Security Management (ISSM) principles and requirements. Serve as a member of the Y-12 Electrical Safety Committee.
Qualifications:
- Bachelor's degree from an Accreditation Board for Engineering and Technology accredited Engineering program with a minimum of 12 years of relevant experience or a master's degree with a minimum of 10 years of relevant experience.
- Qualified candidates will have one or more of the following:
- International Association of Electrical Inspectors (IAEI) Certified Electrical Inspector; 7 years' experience in the design, installation, inspection, and/or other oversight of industrial electrical power distribution systems with demonstrated knowledge of the standard materials and methods used in the installation of electrical systems and equipment (typical experience ranging from 10 to 15 years).
- Well versed in the approved methods of construction for safety to persons and property complying with NFPA 70, National Electrical Code, IEEE C2, National Electrical Safety Code and 29 CFR 1910, Subpart S, Electrical; understanding of Conduct of Engineering, Conduct of Operations and principles, theories, concepts, and techniques.
- Understanding of Conduct of Engineering, Conduct of Operations, and Conduct of Maintenance for facilities operating within a nuclear regulated environment.
- Successful drug screening.
- A U.S. Department of Energy (DOE) Level Q clearance is required.
Preferred Qualifications:
- Bachelor's degree from an Accreditation Board for Engineering and Technology accredited Engineering program with a minimum of 20 years of experience OR a master's degree with a minimum of 10 years of experience.
- Q Clearance required.

- This position a fully onsite position in Oak Ridge, TN.
