Job Summary

The Manager, Accounting is responsible for overseeing day-to-day general ledger accounting and reconciliations, supporting regulatory and financial audits, ensuring compliance with accounting guidance and standards, and managing financial reporting and analysis. This role also involves leading special projects, system implementations, and managing the work of staff while providing support to the controller.

Duties

  1. Manage the general ledger chart of accounts maintenance, review journal entries, and account reconciliations.
  2. Oversee monthly, quarterly, and year-end financial reporting ensuring timely and accurate completion of accounting activities.
  3. Ensure timely filing of tax returns and regulatory reports.
  4. Ensure compliance with accounting guidance and standards (GASB, FASB, ASU).
  5. Manage regulatory and financial audits and filings for DHCS, DHS, DMHC, and CMS.
  6. Oversee financial statements, grant contracts, and special programs reporting.
  7. Develop and manage internal controls processes and procedures.
  8. Evaluate and improve accounting processes for efficiency and effectiveness.
  9. Prepare, review, and update Accounting Department Policies and Procedures.
  10. Implement accounting policies that adhere to governmental financial and tax regulations and comply with GAAP standards.
  11. Manage complex projects, engaging and updating stakeholders, developing timelines, and ensuring deliverables are completed on time.
  12. Plan and implement systems and procedures to maximize operating efficiency.
  13. Manage staff performance, mentoring, training, and encouraging process enhancements.
  14. Collaborate and communicate effectively with other departments.
  15. Maintain and monitor the operation and integrity of the Accounting System application integration.
  16. Implement accounting systems and upgrades.
  17. Perform other duties as assigned.

Education Required

Bachelor's Degree in Accounting or Finance. Equivalent education and/or experience may be considered.

Experience

Required:

  1. At least 5 years of proven work experience as an accountant or similar role in a finance/accounting environment.
  2. At least 3 years of experience leading, supervising, or managing staff.
  3. Hands-on experience with financial and statistical software.

Equivalency: Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.

Preferred: Healthcare/Managed Care experience.

Skills

Required:

  1. Demonstrable logical thinking.
  2. Sound knowledge of accounting principles, standards, and regulations.
  3. Expertise in MS Excel (creating spreadsheets and using advanced formulas).
  4. Strong knowledge of accounting software and databases.
  5. Excellent analytical skills and attention to detail.
  6. Ability to present financial data using detailed reports and charts.
  7. Strong time management and organizational skills.

Preferred:

  1. Project Management Skills
  2. Large ERP System Experience – preferably with SAP
  3. Prior experience in a mid-large sized organization
