The New York City Law Department is seeking applications for the Chief of its Municipal Finance Division. The division provides in-house counsel to the City and related entities on bond transactions. New York City, one of the largest municipal bonds issuers in the country, issues billions of dollars of debt through general obligation bonds and through the bonds of authorities and local development corporations. The proceeds fund capital projects in a variety of areas, including education, transportation, economic development, and environmental protection. The Division also performs corporate governance work for the City’s debt issuing authorities and local development corporations and provides legal guidance for certain City-facilitated loan programs. The Chief counsels senior New York City policymakers with respect to legal questions of first impression and novel financing structures and supervises the work of division attorneys and support professionals.


Minimum Qualifications


Must have at least 10 years of legal experience following graduation from an ABA accredited law school.


Preferred Skills


  1. Experience in supervising other attorneys and professional staff.
  2. Experience in managing public or corporate finance transactions, and related economic development City debt programs.
  3. Thorough knowledge of federal securities and familiarity with applicable federal income taxes.
  4. Experience and knowledge in corporate governance of City debt issuing authorities and local development corporations.
  5. Knowledge of disclosure and filing requirements related to the U. S. Securities and Exchange Commission (SEC) and familiarity with complex debt instruments such as bonds, loans, and public offering documents.
  6. Attendance at all local development corporations’ board meetings as needed, counseling the board members on all corporate governance and disclosure matters related to federal, state, and local regulatory compliance.
  7. Experience in administering complex closings.
  8. Experience managing loan programs.
  9. Must possess exceptional judgment.
