General Description

Performs difficult administrative and skilled technical work managing the daily operations of the Accounting Division, overseeing accounts payable, payroll, general ledger, and fixed assets, coordinating, preparing, and maintaining financial records, files, and related reports, and related work as apparent or assigned. Work is performed under the general direction of the Director of Finance. Divisional supervision is exercised over all personnel within the division.
Essential Functions

  • Reviews payroll and other related reports; ensures all Federal and State payroll taxes are submitted in a timely fashion; prepares quarterly payroll reports and annual W-2's; verifies W-2 totals with quarterly payroll reports and general ledger data; verifies timesheets to check for proper coding.
  • Maintains fixed asset inventory; posts new acquisitions, transfers, and disposals; conducts periodic physical inventory; assigns useful lives to assets to calculate depreciation; runs depreciation reports.
  • Reviews and posts general ledger entries and reconciles subsidiary records to accounts.
  • Maintains financial records for trust fund; prepares financial statements for Board.
  • Prepares and submits data to track compliance with Federal healthcare requirements.
  • Reviews accounts payable checks for accuracy, vendor, and purchase order numbers.
  • Assists with various financial transactions, records preparation, and maintenance.
  • Maintains general accounts requiring segregation of monies and expenditures into a number of accounts involving Federal, State, and local funds.
  • Maintains contact with department and division managers regarding accounting of departmental funds to include review and remediation of overspent accounts.
  • Prepares and files various monthly, quarterly, and annual fiscal transaction documents and reports.
  • Supervises division personnel; assigns, directs, trains, and inspects the work of staff; coaches, counsels, and evaluates staff performance; develops staff schedules.

Typical Qualifications

Bachelor's degree with coursework in accounting, finance, business administration, or related field and considerable experience in public finance in an automated fiscal or accounting environment including some supervisory experience, or equivalent combination of education and experience.

Thorough knowledge of governmental accounting and budgeting principles, rules, and regulations; thorough knowledge of accounting terminology, methods, procedures, and equipment; thorough knowledge of principles and procedures of financial record keeping and reporting; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to understand and follow oral and written directions; ability to establish and follow work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; ability to understand and apply laws and established policies to the maintenance of financial records; ability to prepare complete and accurate reports from various accounting data; ability to analyze reporting data and make rational recommendations; ability to verify accounting documents and forms for accuracy and completeness; ability to establish and maintain effective working relationships with associates, local government staff, and the general public.
