This is a 12-month contract with a California State Agency. Candidates need to be local to CA. Work location is San Francisco or Sacramento, and consultants must be able to attend a monthly meeting onsite.


Must have:


  1. Power BI, Strata, and R experience (must have all 3!)

SMCI is seeking a Sr. Business Systems Analyst (Data Analyst) who will support data reporting, analytics, and visualization. The incumbent will conduct surveys to assess Power BI training needs, assist in selecting a training vendor, and organize trainings. In this role, the candidate will also serve as a consulting resource for branch staff needing support with Power BI functionality or creating dashboards and will help design data governance around the use of Power BI and data management. In addition, this position will also support data management and quality control for datasets.


Minimum Job-Specific Skills/Qualifications Required:


  1. Experience using R, Excel, and Stata for data management, analysis, and cleansing.
  2. Technical project management and documentation skills.
  3. Ability to analyze issues from system documentation and recommend solutions.
  4. Experience managing technical projects, including conflict resolution, issue escalations, status reporting, and resource management.
  5. Extensive experience with data visualization and software such as Tableau and Power BI.
  6. Experience helping or training others to use Power BI.
  7. Experience creating policy or governance documents.
  8. Experience creating and executing data mappings and scripts to clean, compile, and analyze data.
  9. Excellent oral, written, analytical, and communication skills with the ability to lead a technical discussion with both technical and non-technical staff.
  10. Excellent analytical, verbal, and conflict resolution skills.
  11. Understanding of courtroom operations and workflow.
  12. Experience in a government (State) setting.
  13. Excellent presentation skills for both technical and non-technical audiences, including creating and presenting executive summaries to management and technical committees.
  14. Experience developing and implementing testing protocols for data and system quality.

Description of Tasks and Responsibilities:


  1. Gather information from court staff about Power BI training needs.
  2. Recommend a learning curriculum for Power BI users.
  3. Help issue a request for proposals for Power BI training providers using the adopted curriculum.
  4. Schedule and execute trainings.
  5. Act as a consultant to Power BI users needing technical and design assistance.
  6. Help design data governance around Power BI usage, data storage, and data security.
  7. Assist with data validation, quality control, and analysis of other projects using R, Stata, and Excel.
  8. Create data visualizations and/or data visualization templates using Tableau or Power BI for various agency datasets.
  9. Complete monthly status reports.
