The salary range shown represents the minimum to midpoint salary for this position. The actual salary offered will depend on qualifications and experience. Performs complex executive work planning, organizing, implementing and directing financial activities. Provides leadership for the system directors and finance department. Work involves setting policies and goals under the direction of the Director of Utilities to include financial analysis, reporting and rates sufficiency. Reports to the Director of Utilities. As part of the executive management team, participates in formulating and evaluating FPUA’s future direction, strategic and tactical initiatives. Provides leadership and mentoring to staff. Helps foster a collaborative, professional culture and work environment with good morale. Builds staff team to meet the requirements of the finance division functions to include but not limited to debt, investments, cash management, accounting, budgeting, financial modeling, financial planning, rates, billing, contract and internal audit. Provides timely financial information, forecasts and financial perspective for strategic decision making to ensure present and future financial integrity. Represents FPUA and the executive management team within and outside the organization by developing and maintaining professional relationships with rating agencies, consultants, bankers, financial advisors, bond holders and other financial related professionals. Participates and ensures rates are established to provide adequate cash flow to meet FPUA’s financial requirements bearing in mind FPUA’s mission of being affordable. Leads continuous improvement efforts to reduce resource requirements for financial functions and improve quality of financial information and forecasts. Ensures the proper investment, project and cash management. Monitors cash balances and cash forecasts. Oversees the issuance of financial information. Manages accounting and internal control function through and including audits. Maintains relationship with external auditor and oversees team investigating their findings and recommendations. Ensures the financial, accounting, treasury and audit operations meet all required standards and works to improve operations on an ongoing basis. Works with risk management team to ensure and maintain appropriate insurance coverage and risk mitigation strategies and programs. Prepares and periodically reviews all existing accounting, financial, budgeting, internal control, and related asset management policies and procedures. Reviews FPUA Policies and Procedures overall, which are intended to provide reasonable assurance that legal and financial compliance is maintained. Works closely with DOU and financial consultant to manage the utility rate sufficiency and purchased cost adjustments for electric and gas. Responsible for the oversight of FPUA’s Annual Comprehensive Financial Report and Annual Budget in accordance with GASB and GFOA standards. Oversees the budget process including planning, budget review meetings, workshops with members of the FPUA Board and City Commission. Reviews, approves submittal of the annual budget to the FPUA Board, City Commission and the Government Finance Officers Association. Pursues and achieves national recognition for FPUA by receiving the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting and Distinguished Budget Presentation Award, evidencing FPUA’s spirit of transparency and full disclosure. Responsible for continued Debt Administration, including filing monthly event notices, annual arbitrage calculations, and updating the Electronic Municipal Market Access (EMMA) continuing disclosure annually, or as may be needed. Oversees and is responsible for the preparation of regular and special financial, and statistical statements, grant schedules, audits and reporting to Federal, State, and Local Regulatory Bodies, Taxing Authorities, Trade Associations, and Investors. Prepares the annual and semi-annual surveillance analysis for all rating agencies, including review with the Director of Utilities, Financial Advisor, Bond Counsel and Financial Consultant as may be needed. Signs tax and regulatory reports as required. Oversees expenditure controls on all funds. Approves purchases in accordance with established purchasing policies and procedures up to approved signature spending authority. Updates the annually required registration with the System of Award Management assuring our continued compliance with and ability to receive Federally awarded funding. Ensures completion of additional work assignments or projects as assigned by the Director of Utilities. Minimum Qualifications: Bachelor's Degree with Master’s Degree preferred in Accounting, Finance, Business Administration, or related field. Ten (10) years of progressively responsible experience in accounting and financial management, preferably in government or utility industry. A comparable amount of applicable training and experience may be considered in lieu of some minimum stated qualifications. Comprehensive knowledge of: Financial planning and strategy, quality management, promoting process improvement, auditing, forecasting, rate development, municipal finance, developing budgets, financial statements, and accounting standards. Strong communication skills on financial matters and utility business. State of Florida Sales (Ch. 212), Gross Receipts Tax Law (Ch. 203), and Sunshine Law (Ch. 119), applicable laws, regulations, procedures, and processes governing the receipt, custody, and expenditure of public funds. Incorporate and employ on a continuous basis: initiate change, creativity, collaboration, pride and accountability.
