DAYS/DATE(S): 220 (2025-2026 School Year)
Primary Purpose: Facilitate the district's programs for Bilingual Education, English as a Second Language (ESL) and Languages Other than English (LOTE). Collaborate with district and campus staff as well as outside agencies to provide educational opportunities for dual language, Emergent Bilingual (EB) and LOTE students. Provide leadership and coordinate to align curriculum, which supports the instructional program(s).
Qualifications: Education/Certification: Bachelor's degree from accredited university Master's Degree (preferred) Valid Texas teaching certificate with ESL and/or Bilingual certification
Experience:
At least 5 years experience as an ESL teacher preferred, and/or At least 5 years experience with a Dual Language program preferred
Special Knowledge/Skills:
Strong working knowledge of Language Proficiency Assessment Committee (LPAC) Strong working knowledge of Texas English Language Proficiency Assessment System (TELPAS) Strong working knowledge of research-based high yield instructional strategies, including English Language Proficiency Standards (ELPS) and Content Based Language Instruction (CBLI) Knowledge of curriculum design and supporting the implementation of curriculum Ability to evaluate instructional programs and teaching effectiveness Ability to analyze and interpret data Ability to develop and deliver training to adult learners Strong organizational, communication and interpersonal skills Ability to communicate effectively with staff, parents and students
Major Responsibilities and Duties:
Coordinate the review, development, and revision of all subject area programs and related curriculum documents and materials, including curriculum guides and assessments. Collaborate with directors and campus principals in developing and supervising the Bilingual Education, ESL and LOTE programs. Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness for the assigned subject area. Conduct Bilingual Program Evaluation in accordance with Chapter 89 and present results to the Director of Curriculum and Professional Development and the School Board. Assist in the preparation and monitoring of the budget, including the Title III and Bilingual Education Allotment. Plan and provide staff development for teachers, administrators, and staff on implementing the curriculum and high-yield instructional strategies; LPAC policies, procedures, roles and function; and TELPAS Raters Establish systems to support administrators in monitoring compliance, instruction, and students' linguistic progress on TELPAS. Oversee staff training on administration and scoring of student assessments for language identification in English and Spanish. Supervise LPAC responsibilities, training, and support to LPAC administrators. Collaborate with LPAC administrators to verify that parents of Emergent Bilinguals serving on LPAC are trained to serve on the committee. Oversee the PEIMS data entry for Emergent Bilinguals, identification, and placement of EBs. Implement procedures and coordinate the process to identify and monitor Emergent Bilingual students at all grade levels, including review of student data and testing of students. Facilitate the organization of parent, family, and community engagement activities. Compile, maintain and file all physical and computerized reports, records and other documents required. Comply with policies established by federal and state law, State Board of Education rule, and the local Board policy. Perform all other duties as assigned. Supervisory Responsibilities: None
