Compliance Coordination Manager- Atlanta

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia's public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.

The main office for DBHDD is located in downtown Atlanta.

Job Summary

Provides managerial oversight to the Background Check and the Information Integrity Teams. Manages the team that supports the Office of Incident Management and Compliance (OIMC) and the Office of Investigative Services (OIS) regarding quality reviews of data entries in systems, packaging data requests, and monitoring and testing databases used by OIMC and OIS. Responsible for the end user feedback and input into the development and maintenance of applications relevant to OIMC and OIS, including but not limited to Image, Insight, and CheckPT, while supporting OIMC and OIS with SharePoint sites and multiple shared mailboxes. Reviews audit data and oversees corrections and trends. Manages the team that makes eligibility determinations based on background checks for the provider network. Coaches and supports staff toward maintaining quality and timeliness of assigned tasks using measurable metrics and performance measures. Provides technical support to providers and staff in the use of applications and to help them better interpret relevant data specific to the work in incident management, investigations, certification reviews, and background check processes.

Primary Responsibilities

  • Oversee all daily functions of the Information Integrity and Background Check teams
  • Provide end-user oversight of OIMC/OIS related applications (Image, Insight, CheckPT, etc.) including user access, development, ongoing testing, maintenance, etc.
  • Conduct and oversee routine data quality checks in multiple data systems relevant to OIMC/OIS
  • Perform daily/routine quality checks of the work completed by direct reports
  • Prepare information from the OIMC/OIS related applications to inform leadership decisions
  • Review requests for key performance indicators for quality improvement and training
  • Oversee ad hoc internal and external data requests for accuracy, completeness, and timeliness
  • Oversee the team's response to open record requests
  • Oversee routine production of deliverables and performance measures for external stakeholders
  • Oversee audits of internal tracking mechanisms for OIMC/OIS
  • Oversee securing entirety of files for litigation holds/spoliation requests
  • Oversee internal stakeholder reports, including for accuracy and completeness
  • Monitor and assist with managing shared email boxes for Image, Insight, Data, and background checks
  • Manage the accounts for Image, Insight, CHRIS, SharePoint, and CheckPT to provide customer service, technical assistance, and troubleshooting
  • Oversee and monitor record processing through CheckPT
  • Troubleshoot any issues and communicate them to applicable database vendors/consultants
  • Manage weekly meetings with partnering agencies
  • Assist with policy updates
  • Monitor performance and productivity and provide feedback and coaching to direct reports to ensure adherence to performance metrics.
  • Monitor the status of all aspects of the Information Management and Background Check teams, to proactively identify when resources need to be temporarily reallocated to handle influxes, to ensure quality and timeliness.
  • Using data and audit information, provide routine reports on performance, identify system issues and/or process improvements and make suggestions to leadership for changes.
  • Provides back-up support to the teams as needed.
  • Communicate effectively and represent DBHDD professionally during all interactions with providers and other stakeholders, including other DBHDD offices and divisions.
  • Conduct training and presentations to internal and external stakeholders, as needed.
  • Maintain working knowledge of all policies, provider manuals, relevant data management, data sharing, and background checks processes.
  • Performs other related duties as assigned.

Preferred Qualifications

  • Bachelor's degree from an accredited college or university in social services, criminal justice, or a related field.
  • Six years professional experience working with a State, Federal, or Local Government Agency interpreting/analyzing information and working to achieve compliance.
  • Three years in a supervisory role, preferably related to the current position.
  • Proficient in reading, interpreting, and analyzing legal, court terminology, open records requests, data requests, record retention and security.
  • Ability to work under the pressure of performing multiple tasks with varying deadlines while maintaining high quality work.
  • Demonstrated leadership skills managing high visibility and productivity-based teams
  • Exceptional computer skills, including experience with Microsoft applications, especially Excel. Understanding of PowerBI is preferred.
  • Excellent written and verbal communication skills.
  • Excellent customer service skills, including demonstrated ability to manage conflict professionally.
  • Excellent time management skills and an ability to work independently under limited supervision.
