SUMMARY OF POSITION

The Human Resources Manager creates a responsive, clear, and caring experience that allows staff to understand Alco's benefits, systems, and personnel policies. They put people first, supporting the full Alco Team, and creating clear and effective policies to keep Alco efficient and compliant as we build community for the long term.

The Human Resources Manager reports to the VP, Talent.

RESPONSIBILITIES

Human Resources Operations Administers and oversees the administration of human resource programs including, but not limited to benefits, and leave; performance and talent management; occupational health and safety; unemployment and workers compensation; and preboarding and exiting of staff. Creates and documents the internal systems and processes to manage human resources functions to ensure consistency and compliance. Develops and consistently updates a one-stop, self-service HR Page in SharePoint that links to the instructions and resources needed for all external human resources processes; including but not limited to policies, benefits, Paycom instructions, and incident reporting. Creates and facilitates training on HR Operations and Policies for managers and employees throughout the company. Implements and ensures adherence to a cadence of the year calendar for all yearly compliance, benefits, and HR operations processes. Maintain the processes and template emails to ensure they are consistently and accurately responding to all first-line staff member questions. Policies & Compliance Ensures compliance with HR policies, programs, functions and activities, with emphasis on the benefits and HRIS functions in Paycom. Assists the Payroll function with all HR related tasks in Paycom. Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices. Reviews and modifies policies and practices to maintain compliance. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management. Handles payment and reconciliation of HR vendor billing to ensure accurate and timely payment. Manages all unemployment inquiries in a timely manner. Works closely with workers compensation vendor to ensure safety and accuracy of reporting and assists sites in understanding and utilizing resources. Benefits Administration Plans the annual open enrollment process for the organization including the technical aspects in Paycom. Creates open enrollment communications, resources, and education. Partners with VP of Talent, CEO, and CFO on annual renewal process including preparation of a comprehensive financial analysis, benchmarking for industry standards, and proposing recommendations for plan changes. Designs and leads benefits awareness campaigns for each month. Keeps accurate and up-to-date benefits resources for staff. Qualifications

EDUCATION

Bachelor's degree in Human Resources, Business Administration, or related field OR equivalent experience and certifications required. SHRM-CP or SHRM-SCP highly preferred. EXPERIENCE

Extensive experience managing teams and projects, with high adherence to deadlines, meticulous organization, and enthusiasm for working with a team. Strong analytical and problem-solving skills. Superior verbal/written skills and presentation skills. Strong interpersonal skills essential. Good working knowledge and understanding of insurance regulations, plan designs and third-party record keeping/administration required. Familiarity with COBRA, ERISA, FMLA, FLSA, HIPAA, WHCRA, WOTC, OSHA, CMS, FSA, HRA and related state and federal regulations required. Two years of experience administering employee benefit plans. Experience administering 401(k) retirement programs preferred. Proficient in Microsoft Outlook, Teams, SharePoint, Word, Excel, Power Point. Experience with Paycom or similar HRIS helpful.

INTERNAL & EXTERNAL RELATIONSHIPS

Internally, the Human Resources Manager will have contact with all positions throughout the company, working on a team with the heads of Learning and Development, Engagement and Recruiting. They will interact with Senior Management, Regional Property Managers, all Office Staff, Community Managers, and potentially all employees.

Externally the Human Resources Manager will have contact with vendors, state and federal government agencies, benefits representatives, staffing agencies, DFWP administrators, lab technicians, investors, suppliers, visitors, deliverymen, and service technicians.
