Job Summary:
We are seeking an experienced Quality Assurance Manager with DSA (Division of the State Architect) experience to oversee and enforce quality control standards on K-12, higher education, and public works construction projects . The Quality Assurance Manager will be responsible for ensuring compliance with DSA requirements, state building codes, project specifications, and industry best practices . This role requires strong knowledge of inspection processes, materials testing, and documentation protocols to guarantee that all construction activities meet regulatory and quality standards.
Key Responsibilities:
Quality Assurance & DSA Compliance:
- Oversee all quality control and assurance procedures for DSA-regulated construction projects .
- Ensure compliance with California Building Codes (CBC), DSA standards, and project specifications .
- Review and approve materials, installation methods, and construction practices to ensure alignment with DSA guidelines .
- Serve as the primary liaison between DSA inspectors, project teams, and regulatory agencies .
Inspection & Documentation Oversight:
- Coordinate third-party testing and special inspections , ensuring proper documentation and compliance.
- Conduct site inspections to verify quality workmanship, adherence to specifications, and proper installation of materials.
- Maintain and manage DSA-required documentation , including Test & Inspection (T&I) logs, Field Change Directives (FCDs), and Verified Reports (VRs) .
- Assist in project closeout procedures , ensuring all DSA-mandated documentation is completed for final certification.
Process Improvement & Risk Mitigation:
- Implement and maintain quality control programs to prevent rework, delays, and non-compliance issues .
- Identify potential risks and provide corrective actions to ensure compliance before inspections.
- Work with project managers, superintendents, and inspectors to enhance construction quality.
Collaboration & Communication:
- Act as the point of contact for owners, architects, DSA inspectors, and contractors regarding quality and compliance.
- Attend preconstruction and progress meetings , ensuring teams understand DSA quality control requirements.
- Provide training and guidance to project teams on quality standards, DSA protocols, and compliance measures .
Qualifications:
Education & Experience:
- Bachelor’s degree in Construction Management, Civil Engineering, or related field (preferred) OR equivalent field experience.
- Minimum 7+ years of experience in construction quality assurance and control , with DSA experience .
- Strong knowledge of DSA requirements, California Building Code (CBC), and public works construction .
- Experience working on K-12 schools, community colleges, and other DSA-regulated projects .
Technical Skills:
- Proficiency in Procore, Bluebeam, Primavera P6, PlanGrid, and Microsoft Office .
- Understanding of material testing, special inspections, and quality control procedures .
- Experience managing non-compliance issues, change orders, and corrective action plans .
Certifications (Preferred):
- Certified Construction Manager (CCM) or Certified Quality Manager (CQM) .
- DSA Project Inspector (Class 1, 2, or 3) Certification (preferred).
- ICC Certification in Concrete, Masonry, or Structural Steel is a plus.
- OSHA 30 certification preferred.
