Java Tech Lead.

Objective: To support the Client mission, projects, and system requirements, the Client requires sophisticated information technology system support services. The Supplier must provide various general classes of services and subject matter experts capable of working independently, with other vendor team members, and as part of an existing Postal team. The effective provision of the services requires careful interaction with the Client project manager, contractors, product vendors, and management.

The support services shall include but are not limited to: • Applying standard software development methodologies as defined in the Software Development Framework (SDF) to successfully complete projects (Client currently uses Agile methodologies and VersionOne as the standard Agile support tool). • Showing a high level of competence in the Client, operating environment tools and technology. • Demonstrating knowledge of the assigned systems and an understanding of the Client business processes that support the systems and operations. • Coding and testing software changes in accordance with standard practices (Client currently uses SDF, which includes, Enterprise Build System (EBS) (EBS is comprised of Jenkins, SonarQube, JUnit, Selenium, AppScan, etc. for DevSecOps), and Application Lifecycle Management (ALM) Suite for functional manual, automated functional and performance testing). • Providing user support and problem resolution for assigned work. • Creating and maintaining required system and technical documentation. • Providing on-call and after hours support as required to support the production systems. • Addressing all SDLC such as: designing, building, testing, and implementing operating systems changes or patches. • Communicating project status, deliverables, priorities, problems, risks, issues, and contingencies as directed by Endpoint Technology personnel. • Effectively and proactively working with customers/end users of application(s) to ensure needs are being met/managed in a positive manner. • Developing as directed by project leaders/managers. • Providing monthly status reports, including key performance metrics, as defined in the SDF. • Providing turnover documentation, including but not limited to transition planning, documented best practices, and workflow improvements, as required by project leaders/managers. • Providing integrated architectural and program support services for the Client Endpoint Technology. • Providing a comprehensive range of support services to the Client that include network systems and desktop computing support, application design, telecom system development and implementation, risk reduction, and maintenance. • Providing technical advisory and functional industry advisory services and deliverables.

Under Client guidance and direction, the candidate will provide support, and review and/or participate in the development of various initiatives, which include: • Support in the definition of enterprise architecture • Solution architecture for new and existing applications • Features, phases, and solution requirements definition • Best-fit architecture assessments • Definition of project scope and other project initiation activities • Recommendations for enterprise IT governance, including cloud, machine learning, and networking • Process design • Data analysis and reporting • Descriptive and prescriptive analytics • Schedule, quality, and risk management • Weekly and monthly status reporting to provide executive-level presentations on all initiatives. • Project benefit/outcome services and deliverables • Technical advisory services and deliverables • Functional industry advisory services and deliverables

Technical Requirements: • Proven experience developing software systems utilizing Unified Process (UP), Rapid Application Development (RAD) and Agile methodologies. • Demonstrated experience in designing, architecting, developing, and delivering Java Two Enterprise Edition (J2EE) applications. • Demonstrated experience in the development of 3 and 4-tier web applications. • Demonstrated experience in conducting user story writing workshops and hosting Agile ceremonies and Agile support tools. • Demonstrated experience in web application technologies such as HTML, XML/XSL JDBC, JNDI, LDAP, JavaScript, Java EJBs/applets/servlets, and CSS. • Demonstrated experience in usability assessment, unit, and functional testing automation. • Experience in understanding Section 508 regulations and compliance of these regulations in support of the design and development of web-based applications. • Knowledge of SAEAF (Service Aware Enterprise Architecture Framework) and SOA (Service Oriented Architecture).
