The Inspector General exercises executive leadership, supervision, and direction of the Office of the Inspector General whose mission is to prevent and detect waste, fraud, and abuse relating to the AOC’s programs and operations, and to promote economy, efficiency, and effectiveness in the agency’s operations and programs. The AOC seeks an experienced and exceptional leader to become its Inspector General (IG). The Inspector General is in charge of conducting and supervising audits and investigations related to the AOC involving waste, fraud, and abuse; providing leadership and coordination and recommending policies designed to promote economy, efficiency, and effectiveness; and providing a means of keeping the AOC and Congress fully and currently informed about problems and deficiencies, specifically waste, fraud, and abuse, relating to the administration of programs and operations of the AOC. This executive-level role oversees on-site independent and transparent reviews, complex audits, and inspections related to the prevention and detection of fraud, waste, and abuse in AOC program administration, operations, and construction projects while keeping the Architect of the Capitol and Congress fully informed when corrective action is needed. In this capacity, the incumbent: Exercises exceptional leadership and supervision of the Office of Inspector General and teams of auditors, investigators, evaluators, and other administrative staff to support and execute the OIG mission. Leads and provides in-person guidance to staff to advance the organization’s vision, mission, and goals in a continuously changing environment. Operationalizes the audit and investigative functions of the AOC (i.e., involving financial, legal, and evidentiary rules and proceedings). Formulates and sets policy, adhering to the standards of the Comptroller General for audits of Federal organizations and programs. Keeps the Architect and the Congress fully informed concerning allegations and findings of fraud, waste, and abuse relating to construction projects and the administration of programs and operations administered or financed by the AOC. Writes bi-annual reports of findings and recommendations to Congress. Issues a variety of written reports such as audit, investigative, and inspection reports prepared in accordance with professional standards that describe the work of the OIG within the reporting period; and reports in-person to the Architect of the Capitol egregious and flagrant problems and/or abuses. Communicates and interacts in-person with Congressional Oversight; conducts in-person meetings and briefings with subordinate employees, with the Architect, and AOC staff on the status of audits and inspections, both current and in process of closing. Issues reports based on professional audit and investigative standards; provides technical advice as new plans are developed; performs independent investigations of allegations. Maintains a hotline for employees and others to report confidential information regarding allegations of fraud and abuse. Candidates must have proven executive leadership experience delivering complex audit and investigative programs. Must possess knowledge of sufficient scope and depth of applicable federal laws, rules, and regulations pertaining to human capital management, budget development, and procurement functions. Must exhibit outstanding interpersonal and organizational skills to provide responsive and timely service and reports to stakeholders. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. Candidates are required to submit a narrative response addressing the Executive Core Qualifications (ECQs) and Professional Technical Qualifications (PTQs) required for the position.
