ABOUT THIS JOB

The Senior Scrum Leader position at the City of Tucson's Information Technology Department is responsible for managing and facilitating the Scaled Agile development process. This position involves collaborating effectively across multiple cross-functional teams to skillfully execute milestones and deliverables in a timely manner providing a significant impact on the organization.

Work is performed under the supervision of the Information Technology Solution Manager. This position exercises supervision over division personnel.

Duties and Responsibilities Manages and facilitates Program Increment (PI) planning, stand-ups, demos, retrospectives, and other synchronization meetings, including Agile Release Train (ART) coordination at both the program and solution levels. Maintains and optimizes value delivery using tools such as Azure DevOps and Smartsheet. Supports and guides the Agile development process by collaborating with multiple cross-functional teams to efficiently execute milestones and deliverables. Incorporates change management fundamentals by integrating risk mitigation strategies and executing solutions for business transformation, strategic alignment, and technology adoption. Applies Agile principles to identify and track key milestones across functions, consolidating progress and recommending adjustments to team plans. Ensures effective planning and execution, including Waterfall methodologies as needed. Supervises and mentors project teams. Manages schedules, approves time off requests, and ensures adequate team coverage. Monitors team performance and implements process improvements. Ensures adherence to project timelines, deliverables, and quality standards. Leads team meetings, stand-ups, and coordination efforts for workflow optimization. Collaborates on and oversees the implementation of a well-defined Agile Adoption Roadmap, ensuring alignment with requirements, user stories, and acceptance criteria. Develops and implements a comprehensive Agile training and upskilling program across all levels of the organization. Provides coaching to leaders, teams and other scrum masters in Lean-Agile practices and mindset Facilitates clear communication and alignment on resource allocation and budgeting concerns between the Product Owner and team members through various levels of engagement. Leads the Lean-Agile transformation of budgeting processes, collaborating with leadership, suppliers, and customers to ensure effective resource allocation and partnership alignment. Escalates and tracks impediments to the Product Owner and leadership, ensuring timely resolution. Works collaboratively with teams and leadership to develop, implement, and monitor risk mitigation plans. Builds strong relationships with key stakeholders, negotiates agreements, and resolves conflicts. Communicates program strategy, direction, and changes to key stakeholders Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS Education: Bachelors Degree Experience: Five (5) years directly related experience

Preferred Qualifications Degree in Public Administration (MPA), Business Administration (MBA), Information Technology (IT), or Information Systems (MIS)

Two (2) of five (5) years of experience in a leadership role within the Scaled Agile Framework (SAFe), Scrum of Scrums, or a similar Agile DevOps methodology.

Experience as a SPC (SAFe Program Consultant), Scrum Master, Release Train Engineer (RTE), Product Owner/Manager, or a comparable leadership position.

Experience working with or directly supporting emergency services, public safety, or military.

Advanced certification from Scaled Agile (SAFe), Project Management Institute (PMI), or similar industry standard for IT project or program management.
