Description
This position is responsible for directing the city's human resources functions. The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy. Job Domains
Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention. Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs. Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management. Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management. Facilitates professional development, training, and certification activities for HR staff. Provides leadership with Human Resources metrics and updates on a monthly basis. Oversees the city's personnel system and pay plans. Consults with department heads and supervisors with issues or questions related to personnel or pay. Assists in the development and oversight of the city's safety program, including workers' compensation and drug and alcohol testing. Monitors current, newly adopted, and proposed legislation, rules and regulations and disseminates information to departments and staff regarding same; ensures city compliance with all relevant state and federal laws. Develops, reviews, and revises personnel policies and job descriptions. Trains, assigns, directs, supervises, evaluates, and disciplines personnel. Coordinates and administers the drug and alcohol program, including random drug testing. Reviews vehicle accidents and accidents involving injuries; makes recommendations as needed. Receives and investigates complaints, grievances, or other employee related issues. Oversees the employee application and hiring process. Oversees background checks. Prepares annual human resources budget and assists other departments with personnel budgets. Ensures the timely reporting to state and federal agencies. Coordinates voluntary benefits and schedules open enrollment. Coordinates and oversees employee training. Maintains confidentiality of sensitive information. Consistent attendance and punctuality are required. All other duties as assigned. Knowledge, Skills and Abilities

The City Administrator assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include state and federal employment laws and regulations, workers' compensation and employee benefits guidelines, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

The work consists of varied management, administrative, and supervisory duties. Strict regulations and the unique needs of each employee contribute to the complexity of the work. The purpose of this position is to direct the city's human resources functions. Contacts are typically with coworkers, other city employees, elected and appointed officials, attorneys, representatives of collections agencies, mortgage lenders, benefits providers, consultants, job applicants, retirees, and members of the general public. Contacts are typically to exchange information, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. There will be prolonged periods of sitting at a desk and working on a computer. The employee occasionally lifts light objects. The work is typically performed in an office. SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Human Resources Specialist and Human Resources Assistant. Minimum Qualifications
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five (5) or more years of progressively responsible experience in human resources management.
Certification as a Human Resources professional such as SHRM-CP, SHRM-SCP or SPHR. Experience with local government is preferred.
